Unanimous vote. <br />ORDINANCE NO. 0-10-86 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY <br />(First Reading) OF COLTON APPROVING AND ADOPTING REDEVELOPMENT <br />FOR THE WEST VALLEY REDEVELOPMENT PROJECT AS THE <br />OFFICIAL REDEVELOPMENT PLAN FOR SAID PROJECT. <br />Text Amendment <br />Ord. No. 0-11-86 <br />Mayor Huntoon declared the public hearing open. <br />City Clerk Ramos submitted the Affidavit of Publication and reported <br />that no protetsts or objections had been received. <br />Planning Director Aguilera gave the staff presentation. Mr. Aguilera <br />stated this is a Text Amendment to amend the Agua Mansa Industrial <br />Corridor Specific Plan. Mr. Aguilera reported that after proper public <br />hearings before the Planning Commission, the City Council approved the <br />proposed Specific Plan as an amendment to the General Plan and a zone <br />change. Mr. Aguilera said the specific plan included the requirement <br />Q that the Counties of San Bernardino and Riverside, as well as the City <br />of Rialto, adopt the same plan in order to: (1) better qualify for a <br />Lo designation of Enterprise Zone, and (2) better market the area as one set <br />O of homogeneous zoning development standards. Mr. Aguilera said the City <br />of Colton was the first to adopt the Plan and other agencies subsequently <br />co made other minor changes. These changes are depicted in the document <br />entitled "Agua Mansa Industrial Corridor Specific Plan of Land Use Final <br />Addendum No. 2." Mr. Aguilera said the amendment before the Council <br />tonight incorporates the changes approved by other agencies and if the <br />Council agrees with the Planning Commission's observations and the at- <br />tached addendum, staff recommends first reading of Ord. No. 0-11-86. <br />Mayor Huntoon asked if anyone present desired to speak on this matter. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rios, to close <br />the public hearing. Unanimous vote. <br />ORDINANCE NO. 0-11-86 - AN ORDINANCE OF THE CITY OF COLTON AMENDING <br />(First Reading) THE AGUA MANSA INDUSTRIAL CORRIDOR SPECIFIC <br />PLAN. <br />Zoning/General Plan Amendment <br />Ord. No. 0-12-86, Res. No. R-104-86 <br />Mayor Huntoon declared the public hearing open. <br />City Clerk Ramos reported that no protests or objections had been <br />received. <br />Planning Director Aguilera gave the existing conditions of the area <br />surrounding the proposed project. Mr. Aguilera stated the area under <br />current control of the Olympus Group was approved for its use as a <br />multi -family development by the Planning Commission on May 28, 1985, <br />and the owners subsequently purchased the last available and develop- <br />able area left between them and the Warm Creek Channel. <br />Mr. Aguilera continued the County Flood Control District agreed to sell <br />Olympus the land directly instead of bidding it out because it was de- <br />termined that if the land was sold to a separate party, it could not be <br />developed. This parcel is landlocked by the bluff to the north, the <br />Olympus property to the west, the Channel to the east, and the Fairway <br />Drive Bridge to the south, therefore, the only use of this land would <br />be to the Olympus Group. <br />Mr. Aguilera stated since the applicants have agreed to purchase the <br />land, they now wish to use it to expand their multi -family development <br />in order to provide for better circulation and layout of the project. <br />However, in order to use this newly acquired land, it is necessary that <br />they have the proper zoning and general plan designation. <br />
