2 2 8r. Aguilera advised the Planning Commission reviewed this proposal and <br />made the following findings: <br />1. The proposal is consistent with the General Plan. <br />2. The zone change and general plan amendment will be consistent with <br />the base zoning for the area. <br />3. The proposal is consistent with the surrounding uses. <br />4. The project has been found to warrant a negative declaration if <br />the Conditions of Approval are met. <br />5. Sound attenuation devices and building techniques will mitigate <br />Airport Land Use Commission concerns. <br />Mr. Aguilera concluded in view of these findings, the Planning Commis- <br />sion unanimously recommended approval of File Index No. A-1-86, Plann- <br />ing Commission Resolution No. 2093, and File Index No. G-1-86, Plann- <br />ing Commission Resolution No. 2094, therefore, Staff would recommend <br />Council approval of Resolution No. R-104-86 and First Reading of Ordi- <br />nance No. 0-12-86. <br />Mayor Huntoon asked if anyone present desired to speak on this matter. <br />Mr. Richard Henderson, San Clemente, stated he is the principal partner <br />for this project. Mr. Henderson said the parcel of land along Fairway <br />Drive is of an irregular shape and required rezoning to high-density <br />residential to accommodate their proposed development, which would be <br />the highest and best use of this land. <br />Mr. Paul Westbrook, Corona Del Mar, stated he is the architect for this <br />development, which will contain approximately 22 units per acre. Mr. <br />Westbrook advised they have widened the parcel and redesigned the de- <br />velopment to accommodate cluster -type units, and changed elevations to <br />include private patios, storage units, park courses, basketball course, <br />jacuzzi, etc. <br />Mr. Danny Shire, representing Al Pac Enterprise, stated they own ap- <br />proximately six acres east of this parcel, and spoke in favor of the <br />project, as it would further enhance their development. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rios, the Public <br />Hearing was terminated. Unanimous vote. <br />Mayor Huntoon said he felt the City already has many apartment develop- <br />ments, and that this project will further impact our City services, there- <br />for, he would have to cast a negative vote on this matter. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rios, to pass <br />First Reading of Ordinance No. 0-12-86, and waive further reading. <br />Motion carried, with Mayor Huntoon voting NO. <br />ORDINANCE NO. 0-12-86 - AN ORDINANCE OF THE CITY OF COLTON, AMENDING <br />(First Reading) ORDINANCE NO. 16029 AS AMENDED, AND PROVIDING <br />FOR CERTAIN ZONE RECLASSIFICATIONS. <br />On Council consensus, approval of Resolution No. R-104-86 would be con- <br />sidered at the next regular Council Meeting, after Second Reading of <br />Ordinance No. 0-12-86. <br />Weed Abatement <br />Res. No. R-107-86 <br />Mayor Huntoon declared the Public Hearing open. <br />City Clerk Ramos reported that no protests or objections had been re- <br />ceived. <br />Acting Director of Community Services Hutton advised the contractor <br />has satisfactorily completed the weed abatement project with a total <br />number of 1,149 parcels abated at a cost of $18,266. Mr. Hutton said <br />Staff recommends approval of Resolution No. R-107-86, confirming the <br />report of the Street Superintendent on the cost of abating nuisance. <br />JUL 1 1986 <br />
