Aguilera advised the Planning Commission considered this matter at <br />a public hearing on June 10, 1986, and although public testimony was not <br />received in opposition to the project, the Commissioners had several <br />questions and concerns regarding the potential unsightliness of the <br />project and the impact of truck traffic at the intersection of South <br />Mt. Vernon Avenue and "M" Street. <br />Mr. Aguilera further advised that the Planning Commission denied the Con- <br />ditional Use Permit application based on findings as outlined in Plann- <br />ing Commission Resolution No. 2092. <br />Mr. Aguilera concluded if the City Council concurs with the Planning <br />Commission recommendation, a motion to approve Resolution No. R-115-86 <br />would be in order; however, if Council approves the project, a motion <br />to instruct Staff to prepare a proper resolution with findings,. to be <br />presented at the next regular Council Meeting, would be in order. <br />Mayor Huntoon asked if anyone present desired to speak on this matter. <br />Mr. Abe Siroonian, representing State Iron & Metal Company, Inc., Santa <br />Fe Springs, gave each Council Member a map outlining the area involved <br />in the proposed operation, indicating alternatives for ingress and egress <br />Mr. Siroonian stated the operation would utilize only one-half of an <br />acre of the land, not the total 31 acres, they would be cutting approxi- <br />mately 3 cars a day and have 4 to 5 loads per day going down "M" Street. <br />Mr. Siroonian advised it cost $10,000. to clean up this lot and they <br />have only a one year lease. Mr. Siroonian said it would be very costly <br />to put up a permanent wall as it would have to be removed at the termi- <br />nation of the lease, however, they would be willing to install another <br />type of wall, such as chain link or sheet metal. Mr. Siroonian stated <br />they are willing to pay $6,000. for a permit to do business for the one <br />year. <br />Councilwoman Cisneros stated there is another salvage yard adjacent to <br />this proposed operation, and they have a fence surrounding the property. <br />Mrs. Cisneros stated she was also concerned about the increase in traffic <br />this operation will create. <br />Mr. Siroonian stated they are willing to put up a temporary type of fen <br />around the property, such as sheet metal or chain link. Mr. Siroonian <br />stated there would not be that much of an increase in the traffic, as <br />they plan to have only 4 or 5 loads a day traveling down "M" Street. <br />Mr. Wes Hayden, 279 West Litton, stated he is also concerned about the <br />increase in traffic and the congestion that will be created at the in- <br />tersection of "M" Street and Mt. Vernon Avenue, as this is a very busy <br />spot now. <br />Mr. Ray Abril, 330 East "N" Street, stated he is concerned about the <br />increase in traffic, the wear and tear on the roads, and the cars that <br />will be left standing at the yard. Mr. Abril said there are approxi- <br />mately 10 cars in that yard now. Mr. Abril stated he was also concerned <br />about a drainage problem that might be created by the washing down of <br />the tankers. Mr. Abril concluded that this property belongs to the rail- <br />road, and the applicant would have no real control over it. <br />Mr. George Englich, representing Pacific Coast Dismantling, stated the <br />cars that had been left on the property were from a company out of <br />Sacramento and they should have them moved. Mr. Englich stated this <br />will not be a storage yard, the work will be done on a daily basis, <br />and the loads will conform to the weight specifications of the Cali- <br />fornia Vehicle Code. Mr. Englich stated the tankers will be purged at <br />the railroad yard before they are received, eliminating any drainage <br />problems. <br />After additional discussion, moved by Councilwoman Cisneros, seconded <br />by Councilman Rios, the public hearing was terminated. Unanimous vote. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rios, to approve <br />Resolution No. R-115-86, upholding Planning Commission Resolution No. <br />2092 and denying Appeal. Upon Roll Call, the Vote was: Ayes: Two; <br />Cisneros, Rios. Noes: Three; Rehrer, Garcia, Huntoon. Motion did not <br />carry. <br />JUL 151 <br />
