22'7 <br />Councilwoman Garcia stated that with the additional information supplied <br />by the applicant and others, she felt this matter should be referred <br />back to Staff for further study and report. Mrs. Garcia stated that <br />by imposing stronger controls on the proposed operation, and a very <br />thorough study by Staff, it may be a feasible project. <br />Moved by Councilwoman Garcia, seconded by Councilman Rehrer, to refer <br />the matter of a dismantling yard operation by State Iron & Metal Com- <br />pany, Inc., and S & A Rail Dismantling for Southern Pacific Railroad <br />to Staff for additional study and report. Upon Roll Call, the Vote <br />was: Ayes: Three; Rehrer, Garcia, Huntoon. Noes: Two; Cisneros, <br />Rios. Motion carried. <br />Landscaping & Lighting Maintenance District No. 1 <br />Res. No. R-116-86 <br />Mayor Huntoon declared the Public Hearing open. <br />City Clerk Ramos submitted the Affidavit of Publication and reported <br />that no protests or objections had been received. <br />Acting Community Services Director John Hutton reported on the Engineer's <br />0 Report for the levy of annual assessments for the fiscal year 1986-87, <br />for the Landscaping and Lighting Maintenance District No. 1 and Annexa- <br />tion No. 1. Mr. Hutton stated if no protests are heard concerning the <br />Q Engineer's Report, Staff would recommend approval of Resolutin No. R- <br />oo 116-86. <br />Q Mayor Huntoon asked if anyone present desired to speak on this matter. <br />Upon no one stepping forward, moved by Councilman Rehrer, seconded by <br />Councilman Rios, the public hearing was terminated. No. R-74-86 <br />City Manager Benest reported on the Planner I position for the Commun- <br />ity Development Department, which had been considered at a public hear- <br />ing held May 20, 1986. <br />Mr. Benest stated he reviewed this matter with the Community Development <br />Director and agrees that the work load in the Planning Division requires <br />the addition of this position. <br />k <br />Mr. Benest concluded Staff recommends approval of the job description <br />for the Planner I position, Resolution No. R-74-86, amending the Pay <br />and Classification Plan, and immediate recruitment for the position. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rios, to approve <br />Resolution No. R-74-86 and job description for Planner I position.
