<br />Mayor Huntoon read in full two Proclamations, declaring October as
<br />NATIONAL CRIME PREVENTION MONTH, which was accepted by Police Chief
<br />Connolly, and declaring the week of October 5 - 11 as MINORITY EN-
<br />TERPRISE DEVELOPMENT WEEK, accepted by City Manager Benest.

<br />Mayor Huntoon declared the Public Hearing open.
<br />Deputy City Clerk Veralrud submitted the Affidavit of Publication and
<br />reported that no protests or objections had been received.
<br />Community Development Director Aguilera reported from his memorandum
<br />regarding denial of a variance application, requested by Jennie Louise
<br />Richter who wishes to create two undersized lots, in order to sell a
<br />second unit on her property, which does not comply with the development
<br />standards established by the Zoning Ordinance.
<br />Mr. Aguilera advised the Planning Commission denied the variance appli-
<br />cation at a public hearing held August 26, 1986, as outlined in Plann-
<br />ing Commission Resolution No. 2089. Mr. Aguilera concluded if Council
<br />concurs, it would be in order to approve Resolution No. R-148-86.
<br />Mayor Huntoon asked if anyone present desired to speak on this matter.
<br />Speaking in favor of the applicant, Jennie Louise Richter, stating the
<br />houses were built many years ago, under different codes and regulations,
<br />the applicant is a widow and on a restricted income, and approval of
<br />the request would not do anyone, or the City, any harm, were the follow-
<br />ing:
