250 Mayor Huntoon declared the Public Hearing open. Personnel Officer Benest submitted the Affidavit of Posting and re- ported that no protests or objections had been received. Personnel Officer Benest reported from his memorandum regarding con- sideration and approval of a new position, Public Works Operations Manager, and a new organization structure. Mr. Benest advised the organizational structure of the current Com- munity Services Department has been analyzed by Staff and the Depart- ment Director, and a number of meetings have been held with the depart- ment director and division heads to develop a new organizational structure. Mr. Benest said the Community Services Director concurs that this new structure will result in a more efficient and effective operation. Mr. Benest continued Staff concluded that the department name should be changed to Public Works Department, as this name better describes the services provided by the department and would help citizens make con- tact with the appropriate personnel. Further, the City should abolish the position of Principal Engineering Aide and establish a position of Public Works Operations Manager, who would supervise a multi -service Public Works operation that includes: Sanitation, Streets, Parks and Cemetery, Equipment and Building Maintenance. In addition, the Public Works Operations Manager would develop and administer special projects under the direction of the Public Works Director. Mr. Benest concluded Staff recommends the adoption of the proposed job description and salary resolution, No. R-133-86, for the Public Works Operations Manager, and retitle the Community Services Department to the Public Works Department, changing the department head position to Public Works Director, all based on the organizational chart. Mayor Huntoon asked if anyone desired to speak on this matter. Moved by Councilman Rehrer, seconded by Councilwoman Cisneros, to ter- minate the Public Hearing. Unanimous vote. Personnel Officer Benest reported on the reclassification of certain positions in the Finance Department, which had been discussed with the Finance Director Ruby Andengaard. Mr. Benest continued it is being recommended that the Collections Of- ficer be changed to Business License & Collections Officer, and AccountaF' Clerk II (Supervisory) be changed to Customer Service Supervisor, which more appropriately describe the duties presently being performed. Ther,, is no salary change recommended for these positions, however, because of their supervisory responsibilities, it is recommended that both posi- tions be allocated to the Management/Confidential Unit. Mr. Benest advised the title of Customer Service Respresentative more accurately describes the duties performed by the present Account Clerk I's in the Utility Billing and Business License Divisions of the Finance Department.
