250 <br />Mayor Huntoon declared the Public Hearing open. <br />Personnel Officer Benest submitted the Affidavit of Posting and re- <br />ported that no protests or objections had been received. <br />Personnel Officer Benest reported from his memorandum regarding con- <br />sideration and approval of a new position, Public Works Operations <br />Manager, and a new organization structure. <br />Mr. Benest advised the organizational structure of the current Com- <br />munity Services Department has been analyzed by Staff and the Depart- <br />ment Director, and a number of meetings have been held with the depart- <br />ment director and division heads to develop a new organizational <br />structure. Mr. Benest said the Community Services Director concurs <br />that this new structure will result in a more efficient and effective <br />operation. <br />Mr. Benest continued Staff concluded that the department name should be <br />changed to Public Works Department, as this name better describes the <br />services provided by the department and would help citizens make con- <br />tact with the appropriate personnel. Further, the City should abolish <br />the position of Principal Engineering Aide and establish a position of <br />Public Works Operations Manager, who would supervise a multi -service <br />Public Works operation that includes: Sanitation, Streets, Parks and <br />Cemetery, Equipment and Building Maintenance. In addition, the Public <br />Works Operations Manager would develop and administer special projects <br />under the direction of the Public Works Director. <br />Mr. Benest concluded Staff recommends the adoption of the proposed job <br />description and salary resolution, No. R-133-86, for the Public Works <br />Operations Manager, and retitle the Community Services Department to <br />the Public Works Department, changing the department head position to <br />Public Works Director, all based on the organizational chart. <br />Mayor Huntoon asked if anyone desired to speak on this matter. <br />Moved by Councilman Rehrer, seconded by Councilwoman Cisneros, to ter- <br />minate the Public Hearing. Unanimous vote. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, to ap- <br />prove Resolution No. R-133-86, together with Staff's recommendations <br />as outlined. Unanimous vote. <br />RESOLUTION NO. R-133-86 - A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF COLTON AMENDING RESOLUTION NO. R- <br />37-86. <br />Perannnel <br />Res. No. R-134-86 <br />Mayor Huntoon declared the Public Hearing open. <br />Personnel Officer Benest submitted the Affidavit of Posting and reported <br />that no protests or objections had been received. <br />Personnel Officer Benest reported on the reclassification of certain <br />positions in the Finance Department, which had been discussed with the <br />Finance Director Ruby Andengaard. <br />Mr. Benest continued it is being recommended that the Collections Of- <br />ficer be changed to Business License & Collections Officer, and AccountaF' <br />Clerk II (Supervisory) be changed to Customer Service Supervisor, which <br />more appropriately describe the duties presently being performed. Ther,, <br />is no salary change recommended for these positions, however, because <br />of their supervisory responsibilities, it is recommended that both posi- <br />tions be allocated to the Management/Confidential Unit. <br />Mr. Benest advised the title of Customer Service Respresentative more <br />accurately describes the duties performed by the present Account Clerk <br />I's in the Utility Billing and Business License Divisions of the Finance <br />Department. It is recommended that the present Account Clerk I's be <br />allocated to the class of Customer Service Represenative II. This will <br />sip 2 1 <br />
