252 <br />Councilwoman Garcia stated if the City has an ordinance and resolutions <br />regulating this they should be upheld, and the City should not become the <br />"middle man" in this matter. <br />After discussion, Councilman Rehrer moved that the City Staff be direct- <br />ed as follows: Upon payment by the Developer to the City of $2,122.17 <br />per unit school fees, and providing an indemnification agreement to City <br />and other regular City fees and requirements, City to issue building <br />permits; City to hold such school fees in Trust pending final court <br />order as to respective rights of School District and developer. Motion <br />seconded by Councilman Rios and carried, with Councilwoman Garcia vot- <br />ing NO, and Mayor Huntoon Abstaining. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Fredricks Development Corporation <br />Res. No. R-135-86 <br />City Manager Benest reported the Redevelopment Agency.is considering the <br />issuance of multifamily housing revenue bonds under provisions of the <br />Community Redevelopment Law, and under provisions of that law, it is <br />necessary for the City Council to approve the issuance of any bonds by <br />the Agency. <br />Mr. Benest continued the adoption of Resolution No. R-135-86 would allow <br />the Redevelopment Agency to proceed with the financing of Fredricks De- <br />velopment Corporation multifamily rental housing project located in the <br />Cooley Ranch, Project No. 4. <br />Mr. Benest stated at the last Council Meeting, the City heard complaints <br />from residents from Americana Homes. Mr. Benest advised Staff has met <br />with residents and the developers and feel that an agreement has been <br />hammered out that both parties can live with. <br />Mr. Benest concluded Staff would recommend approval of Resolution No. <br />R-135-86. <br />Councilwoman Garcia asked if these residents are now satisfied. <br />Mr. John Longfield, 1809 Cottonwood, stated the residents are in agree- <br />ment, however, they have not seen anything in writing as yet. <br />Mr. Wade Seymour, 1818 Cottonwood, said he really appreciated everything <br />that Staff has done, and would like to thank them for their efforts. <br />Moved by Councilwoman Cisneros, seconded by-Councilman=Rehrer, to ap- <br />prove Resolution No. R-136-86. Unanimous vote. <br />RESOLUTION NO. R-135-86 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />COLTON APPROVING THE ISSUANCE BY THE REDEVELOP- <br />MENT AGENCY FOR THE CITY OF ITS MULTIFAMILY <br />HOUSING REVENUE BONDS 1986 SERIES A. B AND C <br />AND MAKING CERTAIN DETERMINATIONS RELATING <br />THERETO. <br />Uorennnol <br />Res. No. R-136-86 <br />City Manager Benest stated at the Council Meeting held August 19, 1986, <br />the City Council granted the employee appeals from the Civil Service <br />Board for the Deputy City Clerk and the Parks Superintendent, and Reso- <br />lution No. R-136-86 will amend the Pay and Classification Plan impleme <br />ing that decision. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rios, to approve <br />Resolution No. R-136-86.
