W, <br />Mayor Gonzales declared the Public Hearing open. <br />Community Development Director Aguilera submitted the Affidavit of Pub- <br />lication and reported that no protests or objections had been received. <br />Community Development Director Aguilera advised Colton has been allocated <br />$180,000. in Community Development Block Grant funds from the San Ber- <br />nardino County Department of Economic and Community Development per <br />Colton's Cooperating Agreement with the County. Mr. Aguilera said of <br />the total, ten percent of the allocation must be withheld for contin- <br />gencies, leaving $162,000. for the City to budget for the 1989-90 fiscal <br />year. Mr. Aguilera then reviewed the list of projects approved by the <br />County as eligible for CDBG funding: <br />Urban Beautification - Capital Improvements South <br />La Cadena Drive $62,000. <br />Water System Improvements - Northeast Colton 459000. <br />Graffiti Eradication Program 2511000. <br />Senior Outreach Program 1030000. <br />LO <br />a Yout'h-Intervention Program 20,000. <br />CO Contingency Fund 1810000. <br />Q <br />Mr. Aguilera concluded if Council concurs with Staff's recommendation, <br />a motion to adopt the priority list of projects would be in order. <br />Mayor Gonzales asked if anyone present desired to speak on this matter. <br />Moved by Councilman Rehrer, seconded by Councilman Rios, to close the <br />Public Hearing. Unanimous vote. <br />Moved by Councilman Rios, seconded by Councilman Rehrer, to approve the <br />1989-90 CDBG Project Priority List as outlined. Unanimous vote. <br />Appeals <br />Mayor Gonzales declared the Public Hearing open. <br />City Clerk Ramos submitted the Affidavit of Publication and reported <br />that no protests or objections had been received. <br />Community Development Director Aguilera reported from his memorandum re- <br />garding an Appeal filed by Joe Lacko for six wall signs, each of which <br />would be different, instead of two each, on a three-story office build- <br />ing located at 900 East Washington Street in the Cooley Ranch, for the <br />commercial businesses of Entre Computers, Wang Computers, and Paychex. <br />Mr. Aguilera advised this matter has been reviewed by the Design Review <br />Committee and the Planning Commission, with recommendations. <br />Mr. Aguilera continued it is Staff's opinion that what Mr. Lacko is re- <br />questing would severely detract from the aesthetics of the buildings <br />and would be a disservice to the community, who must be subject to the <br />imposing height of the buildings. <br />Mr. Aguilera concluded Staff recommends denial of the appeal, based on <br />the analysis and background as outlined. Mr. Aguilera said if Council <br />concurs, it would be in order to adopt Resolution No. R-50-89, denying <br />the Appeal. Mr. Aguilera said if Council wishes to approve the appeal, <br />a second form of Resolution No. R-50-89 can be adopted, approving the <br />Appeal. <br />Mayor Gonzales asked if anyone present desired to speak on this matter. <br />Mr. Bob Grimmick, La Habra, California, and Mr. Linsey Noble, E1 Toro, <br />California, architect, both addressed the City Council on behalf of Joe <br />Lacko, applicant, advising they may lose the commercial tenants because <br />of limiting the amount of signs they have requested. Mr. Grimmick stated <br />the Zoning Ordinance does provide for the amount of signs they are re - <br />APR 18 1989 <br />
