122 <br />Zone Change/General Plan Amendment <br />Mayor Gonzales declared the Public Hearing open. <br />City Clerk Ramos submitted the Affidavit of Publication and reported <br />that no protests or objections had been received. <br />Community Development Director Jaime Aguilera reported on a request from <br />Belco Development Company for a Zone Change, from R -E to R-1, a General <br />Plan Amendment, from Residential Estates to low density, an EnvironmentE' <br />Review and Architectural Review, and the subdivision of three acres int( <br />14 lots in Tentative Tract 14366, on property located at 12112 Reche <br />Canyon Road. <br />Mr. Aguilera advised after hearing testimony of two people against the <br />proposal, and receiving a petition signed by 26 people in favor of the <br />proposal at the public hearing, the Planning Commission recommended <br />denial without prejudice as they felt the proposal/request was premature, <br />and further recommended the applicant resubmit the request/proposal <br />after the adoption of the Reche Canyon Specific Plan. <br />Mr. Aguilera then outlined and summarized facts presented to the Planning <br />Commission for this issue, included in Staff's report. <br />Mr. Aguilera concluded if the Council wishes to approve the applicant's <br />proposal, then a motion to pass first reading, and waive full reading, <br />of the attached Ordinance, would be in order; however, if the Council <br />wishes to deny the proposal, then adoption of the attached Resolution <br />would be in order. <br />Mayor Gonzales asked if anyone present desired to speak on this matter. <br />Speaking in opposition to the proposal, because they felt it would ad- <br />versely effect the Reche Canyon Specific Plan and cause more traffic <br />congestion, were the following: <br />Mr. Charles Jackson, 2568 East Topanga Way <br />Mr. Eugene McMeans, 2025 Glenwood <br />Speaking in favor of the proposal: <br />Mr. Abe Beltran, 1010 North 12th Street, of Belco Development Company, <br />stating he would be happy to answer any questions the Council, Staff or <br />public may have regarding this proposal. <br />After additional discussion among Council Members and Staff, moved by <br />Councilman Rios, seconded by Councilman Rehrer, to close the Public <br />Hearing. Unanimous vote. <br />Moved by Councilman Rios, seconded by Councilman Lofy, to pass First <br />Reading, and waive full reading, of Ordinance No. 0-15-89. Vote was <br />unanimous. <br />ORDINANCE NO. 0-15-89 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF <br />(First Reading) COLTON, AMENDING ORDINANCE NO. 160231 AS AMENDED, <br />AND PROVIDING FOR CERTAIN ZONE RECLASSIFICATIONS <br />AS REQUESTED IN FILE INDEX NO. A-2-89. <br />CITY CLERK'S REPORTS AND RECOMMENDATIONS: <br />Certification of Referendum <br />City Clerk Helen Ramos reported on the Certification of Referendum Peti- <br />tion against Ordinance No. 0-9-89 and Resolution No. R-78-89. <br />Mrs. Ramos continued the total number of registered voters as reported <br />to the Secretary of State on February 24, 1989, was 14,158 and the sum <br />of 10 percent, or 1,415 verified signatures, is required to find the <br />petition sufficient. The certificate finds the petition sufficient with <br />the total number of verified signatures being 1,584. <br />AUG 1 1989 <br />
