Mr. Brown <br />advised it needs to be determined whether an Environmental Impact Re- <br />port or Negative Declaration is needed. Mr. Brown stated after the <br />reports have been received and reviewed, a noticed public hearing will <br />be held. <br />City Manager Benest advised this procedure should take approximately <br />60 to 90 days. <br />After additional discussion, moved by Councilwoman Cisneros, seconded <br />by Councilman Lofy, recommending that Item B., of Section 1.03, Space <br />Rent Agreement Exemption, be excluded from the Mobile Home Rent Con- <br />trol Ordinance, and authorize Staff to go forward with procedures for <br />determination of an E.I.R. or Negative Declaration on this matter. <br />Unanimous vote. <br />Attorney Robert S. R-18-89 - <br />City Property Vandalism <br />A RESOLUTION OF SAN BERNARDINO ASSOCIATED <br />GOVERNMENTS URGING THE STATE WATER RESOURCES <br />CONTROL BOARD TO REVISE ITS DRAFT REPORT EN- <br />TITLED "WATER QUALITY CONTROL PLAN FOR SALIN- <br />ITY, SAN FRANCISCO BAY/SACRAMENTO-SAN JOAQUIN <br />DELTA ESTUARY". <br />Mayor Gonzales reviewed his memorandum regarding a program he has been <br />working on to curb vandalism in our community. Mayor Gonzales advised <br />a reward would be posted for information leading to the arrest and con- <br />viction of anyone vandalizing City property, in the proposed amount of <br />$1,000, which would come from the Council's Contingency Fund. Mayor <br />Gonzales outlined the procedures for claiming the money, and requested <br />Council's support for this program. <br />Councilwoman Cisneros stated that although she feels this is a very <br />worthwhile program and she would be supportive, she felt it should <br />also be studied by the City Attorney. <br />Moved by Councilwoman Cisneros, seconded by Councilman Lofy, to approve <br />the Mayor's recommendation to establish a program to curb vandalism in <br />the City of Colton, subject to review by the City Attorney. Unanimous <br />vote. <br />PUBLIC HEARINGS: <br />Annexations/Community Facilities District <br />Mayor Gonzales announced this was the time and place fixed for Public <br />Hearing to consider Annexation No. 1 to Community Facilities District <br />No. 1, and relating to the annexation of territory to an existing <br />Community Facilities District and the authorization to levy a special <br />tax. <br />Deputy City Clerk Veralrud announced that notice of the public hearing <br />had been given and the following Affidavits are on file in the Office <br />of the City Clerk: <br />1.
