2. Certificate of Compliance relating to mailing of Notice. <br />Assistant City Manager Leslie Keane reported the public hearing this <br />evening is for the annexation of property to Community Facilities Dis- <br />trict No. 88-1, and the levy of special taxes on the land within the <br />boundaries of the annexation area. The property contains approximate- <br />ly one acre and currently contains a single residence. <br />Ms. Keane referred to a report which identifies the public facilities <br />and services proposed to be provided by the district, as well as the <br />cost estimates for providing these facilities and services. The re- <br />port also includes a description of the area within the proposed annexa- <br />tion and the rate and method of apportionment of the special tax. <br />Ms. Keane then spoke about the Special Election, which will be conduct- <br />ed by the City Clerk. The County Registrar of Voters Office has con- <br />firmed, by letter, there are no registered voters within the proposed <br />boundaries of the annexation; accordingly, the voter in the election <br />will be the property owner, Forecast Development. If the vote is <br />favorable, the annexation area will become a part of Community Facili- <br />ties District No. 88-1, with the same rights and responsibilities as <br />other properties in the District. <br />Mayor Gonzales then asked if anyone present desired to speak in favor <br />of or in opposition to this matter. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, to close <br />the Public Hearing. Unanimous vote. <br />Ms. Keane concluded Staff recommends adoption of Resolution Nos. R-19-89, <br />R-20-89 and R-21-89, implementing Annexation No. 1 to Community Facili- <br />ties District No. 88-1. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, to ap- <br />prove Resolution Nos. R-21-89 - <br />C.D.B.G. <br />RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />COLTON, CALIFORNIA, DECLARING THE ANNEXATION <br />OF TERRITORY TO AN EXISTING COMMUNITY FACILI- <br />TIES DISTRICT AND AUTHORIZING SUBMITTAL OF <br />LEVY OF SPECIAL TAXES TO THE QUALIFIED ELECTORS. <br />RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />COLTON, CALIFORNIA, SUBMITTING TO THE QUALI- <br />FIED VOTERS OF PROPERTY PROPOSED TO BE ANNEXED <br />TO AN EXISTING COMMUNITY FACILITIES DISTRICT <br />A PROPOSITION TO ANNEX SAID PROPERTY AND LEVY <br />A SPECIAL TAX TO PAY FOR CERTAIN CAPITAL FACIL- <br />ITIES AND ESTABLISHING PROCEDURES AND CONDI- <br />TIONS FOR CONDUCTING AN ELECTION. <br />Mayor Gonzales declared the Public Hearing open. <br />Community Development Director Aguilera submitted the Affidavit of Pub- <br />lication and reported that no protests or objections had been received. <br />Community Development Director Aguilera reported on the availability of <br />Community Development Block Grant funding for the 1989-90 funding cycle, <br />advising that all proposed projects using C.D.B.G. funds must meet the <br />strict criteria of one or more conditions, such as - benefitting low <br />and moderate income persons; eliminating slums or blight; eliminating a <br />recent or imminent threat to public health, safety or welfare. <br />Mr. Aguilera advised project proposal forms are available at the City's <br />Community Development Department, and if anyone is interested in learn- <br />ing more about the C.D.B.G.
