93 <br />The Pastors requested that the City Council form a committee to meet <br />with representatives from the School District in a cooperative effort <br />to get the DARE Program started in Colton. <br />Pastor Coleman presented a Petition containing approximately 163 names <br />in support of initiating the DARE Program in Colton schools. <br />PUBLIC HEARINGS: <br />Zone Change/General Plan Amendment <br />Mayor Gonzales declared the Public Hearing open. <br />City Clerk Ramos submitted the Affidavit of Publication and reported <br />that no protests or objections had been received. <br />Community Development Director Jaime Aguilera read his memorandum re- <br />garding a request from Pacific Summit Development Company for a zone <br />change, from R-1 to R-1/PC to allow 6,000 square foot lots, a Zone <br />Change and General Plan Amendment on fifteen acres from R-1 to C-2 for <br />development of a neighborhood shopping center, and a Focused Environ- <br />mental Impact Report, on property located on the northeast corner of <br />Lo Cooley Drive and Washington Street, formerly known as the "Katz" property. <br />0 Mr. Aguilera continued the Planning Commission recommended the City <br />Council make a decision on the FEIR, recommended denial of the Zone <br />Change from R-1 to R-1/PC, and recommended denial of the Zone Change <br />and General Plan Amendment from R-1 to C-2. Mr. Aguilera advised the <br />applicant, however, has requested a change, has withdrawn his request <br />for the R-1 to R-1/PC zoning, and has indicated he will agree to 7,200 <br />square foot lots, therefore, the only two issues the Council will con- <br />sider are the adequacy of the FEIR and the viability of the R-1 to C-2 <br />zone change and general plan amendment. <br />Mr. Aguilera advised the Design Review Committee has found the Environ- <br />mental Impact Report to be complete, comprehensive and relative to the <br />issues to which the Environmental Impact Report addressed itself, however, <br />the Committee also pointed out that certification of this EIR cannot be <br />interpreted as an endorsement of the project, it simply allows continued <br />consideration of the proposal. Mr. Aguilera then outlined several points <br />of merit with regard to the Zone Change and General Plan Amendment. <br />Mr. Aguilera stated Staff believes that the only way to make the entire <br />parcel developable at this time, with 7,200 square foot lots, is to allow <br />and encourage commercial development, and by encouraging commercial de- <br />velopment the City will benefit from the needed public improvements which <br />the project will provide, either partially or fully, such as improving <br />the Reche Canyon Channel; improving the Reche Canyon Channel bridge under <br />Barton Road; realignment and signalization of the intersections of Cooley <br />Drive, Barton Road and Washington Street; widening and installation of <br />the center median at Cooley Drive; park purchase and development on the <br />adjacent land; installation of the traffic signal at Cooley Lane and <br />Hunts Lane. The developer has been working with the City Manager to <br />create a Mello Roos Financing District to fund some of these improve- <br />ments, as well as services, such as police and street maintenance. <br />Mr. Aguilera concluded if the Council agrees with the analysis for the <br />Focused Environmental Impact Report, a motion to certify the FEIR and <br />approve Resolution No. R-71-89 would be in order. If the Council wishes <br />to deny the Zone Change and General Plan Amendment, adoption of Resolu- <br />tion No. R-72-89, denying File Index Nos. A-3-88 and G-2-88, would be <br />in order; however, if the Council wishes to approve the proposed Zone <br />Change and General Plan Amendment, a motion to pass First Reading, and <br />waive full reading, of Ordinance No. 0-9-89 would be in order, and con- <br />tinue the General Plan Amendment, File Index No. G-2-88, to the Council <br />Meeting of June 20, 1989. <br />Mayor Gonzales asked all those persons in opposition to the proposed <br />matter give their names and addresses, and limit their presentations to <br />two minutes. <br />JUN 6 1989 <br />
