ti <br />Speaking in opposition to the proposed Zone Change, General Plan Amend- <br />ment and proposed project were the following, stating there was too much <br />commercial development along Barton Road now; the proposed project being <br />adjacent to flood plain zoning would create additional flooding problems <br />for the area; the additional traffic that would be generated would cause <br />too much congestion and unsafe conditions; the shopping center was an <br />unsuitable development adjacent to the proposed school to be built on a <br />ten acre site; additional law enforcement would be needed due to safety <br />factors, vandalism, etc.; legal aspects and liabilities would adversely <br />effect the area: <br />Mr. Dick Larsen, 1380 Cahuilla <br />Mr. Larry Cotton, 1580 Mohave <br />Mr. Randy Sosa, 1340 Cahuilla <br />Mrs. Peggy Brannerman, 1333 Cahuilla <br />Mr. Ward White, 2065 Cahuilla <br />Mrs. Caroline Dyer, 1347 Cahuilla <br />Mrs. Maggie Williams, 1265 Cahuilla <br />Mrs. Manuella Sosa, 1340 Cahuilla <br />Mr. Gerold von Pahlen-Fedoroff, 1515 Mohave <br />Mr. Cy Zermeno, 1921 Myrtlewood <br />Recess <br />The City Council took a five minute recess. <br />Speaking in favor of the proposed Zone Change, General Plan Amendment <br />and proposed project were the following: <br />Mr. Bruce Bennett, 720 Atchison <br />Mr. Maurie Meyers, 1027 South Santo Antonio Drive, representing the <br />Colton Chamber of Commerce. <br />Mr. Brett Buffington, 1000 Torrey Pines Drive <br />Mrs. Frances Stidham, 1949 Clear Creek Lane <br />Mr. John Longfield, 1809 Cottonwood <br />Mr. Ed Avelar <br />Mrs. Rachelle Gaskins, 716 Atchison <br />Mr. Ron Holley, representing Pacific Summit Development, 3001 Ivy Glenn <br />Drive, Laguna Niguel, made a presentation to the City Council regarding <br />the proposed neighborhood shopping center, on approximately 10 acres, <br />at the northeast corner of Barton Road and Cooley Drive, and the develop- <br />ment of single family homes on approximately 55 acres of land. <br />Mr. Holley stated the proposed developments will enhance the area and <br />create additional jobs and considerable revenue for the City. Mr. Holley <br />discussed flood control measures that will be taken, traffic controls and <br />signalization of the immediate area, etc. <br />Mr. Holley presented a Petition containing 581 signatures, 493 of which <br />were residents of Colton, in support of the proposed project. Mr. Holley <br />also referred to a letter from the Colton Joint Unified School District, <br />thanking him for working with the District in identifying a ten acre <br />parcel of land for a school site in that area. <br />Also speaking on behalf of the proposed project were John Kane, of <br />Kunzman & Associates, discussing the traffic issue; Jim Manning, of <br />Manning Company, showing slides of the proposed shopping center and <br />residential area; and Joe Meyer, Retail Specialist with Coldwell Banker <br />discussing the financial aspects of the development. <br />Moved by Councilman Rehrer, seconded by Councilman Rios, the Public <br />Hearing was terminated. Unanimous vote. <br />Moved by Councilman Rios, seconded by Councilman Rehrer, to certify the <br />Focused Environmental Impact Report and adopt Resolution No. R-71-89. <br />Unanimous vote. <br />RESOLUTION NO.
