ORDINANCE NO. 0-9-89 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF (First Reading) COLTON, AMENDING ORDINANCE NO. 16022 AS AMENDED, AND PROVIDING FOR CERTAIN ZONE RECLASSIFICATIONS AS REQUESTED IN FILE INDEX NUMBER A-3-88. Moved by Councilman Rehrer, seconded by Councilman Rios, to continue the General Plan Amendment, File Index No. G-2-88, to the next regular Council Meeting, Tuesday, June 20, 1989. Unanimous vote. Zone Change/General Plan Amendment Mayor Gonzales declared the Public Hearing open. City Clerk Ramos submitted the Affidavit of Publication and reported that a Petition had been received, containing approximately 46 names, in opposition to the proposed Zone Change/General Plan Amendment. �- Community Development Director Jaime Aguilera reported from his memoran- (o dum regarding a request from Ghassan Nassar for a Zone Change, from ® R-1, single family, to C-1, neighborhood commercial, and a General MM Plan Amendment, from low density residential to limited commercial, on property located at 1001 North Rancho Avenue. Mr. Aguilera reviewed Q the background information on this matter. Mr. Aguilera continued the applicant does not, as this time, have speci- fic plans for the parcel if granted a Zone Change and General Plan Amend- ment, however, he does anticipate constructing an office building and other uses which would be allowed and consistent with the City's General Plan and Zoning Ordinance. Mr. Aguilera stated it is Staff's opinion that the proposed Zone Change and General Plan Amendment is waranted, and the proposed project is currently consistent with existing traffic circulation and will, in the future, continue to be consistent with abutting properties through miti- gation by the Conditions of Approval during Site Plan and Architectural Review. Mr. Aguilera advised that on May 1, 1989, the Design Review Committee reviewed the proposed project and not having received any nega- tive responses, Staff recommended the issuance of a Negative Declaration. Mr. Aguilera concluded that both the Planning Commission and Staff recom- mend approval of the requested Zone Change and General Plan Amendment, subject to the conditions as outlined in Staff's report and Ordinance No. 0-10-89. Mayor Gonzales asked if anyone present desired to speak on this matter. Speaking in opposition to this matter were the following, stating they were opposed to the increase in traffic on Rancho Avenue that would be generated by commercial development, and also because the applicant has not specifically stated how he intends to develop this property.
