Unanimous vote. <br />ORDINANCE NO. 0-9-89 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF <br />(First Reading) COLTON, AMENDING ORDINANCE NO. 16022 AS AMENDED, <br />AND PROVIDING FOR CERTAIN ZONE RECLASSIFICATIONS <br />AS REQUESTED IN FILE INDEX NUMBER A-3-88. <br />Moved by Councilman Rehrer, seconded by Councilman Rios, to continue <br />the General Plan Amendment, File Index No. G-2-88, to the next regular <br />Council Meeting, Tuesday, June 20, 1989. Unanimous vote. <br />Zone Change/General Plan Amendment <br />Mayor Gonzales declared the Public Hearing open. <br />City Clerk Ramos submitted the Affidavit of Publication and reported <br />that a Petition had been received, containing approximately 46 names, <br />in opposition to the proposed Zone Change/General Plan Amendment. <br />�- Community Development Director Jaime Aguilera reported from his memoran- <br />(o dum regarding a request from Ghassan Nassar for a Zone Change, from <br />® R-1, single family, to C-1, neighborhood commercial, and a General <br />MM Plan Amendment, from low density residential to limited commercial, on <br />property located at 1001 North Rancho Avenue. Mr. Aguilera reviewed <br />Q the background information on this matter. <br />Mr. Aguilera continued the applicant does not, as this time, have speci- <br />fic plans for the parcel if granted a Zone Change and General Plan Amend- <br />ment, however, he does anticipate constructing an office building and <br />other uses which would be allowed and consistent with the City's General <br />Plan and Zoning Ordinance. <br />Mr. Aguilera stated it is Staff's opinion that the proposed Zone Change <br />and General Plan Amendment is waranted, and the proposed project is <br />currently consistent with existing traffic circulation and will, in the <br />future, continue to be consistent with abutting properties through miti- <br />gation by the Conditions of Approval during Site Plan and Architectural <br />Review. Mr. Aguilera advised that on May 1, 1989, the Design Review <br />Committee reviewed the proposed project and not having received any nega- <br />tive responses, Staff recommended the issuance of a Negative Declaration. <br />Mr. Aguilera concluded that both the Planning Commission and Staff recom- <br />mend approval of the requested Zone Change and General Plan Amendment, <br />subject to the conditions as outlined in Staff's report and Ordinance <br />No. 0-10-89. <br />Mayor Gonzales asked if anyone present desired to speak on this matter. <br />Speaking in opposition to this matter were the following, stating they <br />were opposed to the increase in traffic on Rancho Avenue that would be <br />generated by commercial development, and also because the applicant has <br />not specifically stated how he intends to develop this property. <br />Teresa Delgado, 1074 North Rancho Avenue <br />William Ashmore, 1114 Rancho Avenue <br />Moved by Councilman Rehrer, seconded by Councilman Rios, the Public <br />Hearing was terminated.
