prise, to continue current service levels of twice -a -week pickup and <br />expand the recycling program to meet the required mandate, revenues <br />must be generated. Mr. Hutton said an alternative would be to franchise <br />out all City services related to sanitation collection and recycling. <br />Mr. Hutton stated increasing fees to the customer to offset increased <br />dumping fees and the recycling program costs must be considered in order <br />to offset losses to the General Fund. Additionally, AB 939 imposes a <br />$10,000 per day fine if the mandate is not met. <br />Mr. Hutton concluded Staff recommends Council approve First Reading of <br />ordinance Mo. 0-11-90 and new schedule of rates for refuse collection <br />and the recycling program. <br />Mayor Gonzales asked if anyone present desired to speak on this matter. <br />Mr. John Longfield, 1809 Cottonwood Drive, Colton, was opposed to the <br />increase in rates for refuse service and felt the City should have once <br />a week pickup only. <br />Mr. Henry Mendoza, 464 West I'M" Street,, Colton,, spoke about the Norcal <br />Industries facility and that the outer perimeter of the landfill is not <br />being taken care of and looks very bad. Mr. Mendoza stated the Utilities <br />commission receives many complaints about the condition of that facil- <br />ity. Mr. Mendoza also inquired about the County giving $1.00 towards <br />dumping/landfill sites and asked if this was in effect. <br />Mr. Hutton said he understood there was to be a $1.00 host city fee <br />from the County for the dumping sites, however, to his knowledge this <br />has never been received from the County. Mr. Hutton stated he would <br />check on this matter. <br />Moved by Councilman Rehrer, seconded by Councilman Lofy, the Public <br />Hearing was terminated. Unanimous vote. <br />Moved by Councilman Lofy, seconded by Councilman Rios, to approve Staff's <br />recommendations and pass First Reading of Ordinance No. 0-11-90.
