ORDINANCE NO. 0-7-90 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF <br />(Second Reading) COLTON, AMENDING ORDINANCE No. 0-1-90, PROVIDING <br />FOR GRADING FEES TO BE SET BY RESOLUTION NO. R- <br />89-90. <br />RESOLUTION NO. R-89-90 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />COLTON, FIXING AND ESTABLISHING FEES FOR GRAD- <br />ING PLAN CHECK REVIEW REQUIRED BY ORDINANCE NO. <br />0-7-90 AS AMENDED. <br />New Home Construction <br />Mr. Aguilera reported on an Urgency Ordinance, No. 0-12-90, which would <br />require builders/developers to pay a security desposit in the amount of <br />$350 per house for new home construction, in an effort to protect the <br />homeowners. Mr. Aguilera stated this proposed regulation was brought <br />about by the problems the City has encountered with the builder Nordic <br />Development, and others. <br />Moved by Councilman Lofy, seconded by Councilwoman Cisneros, to adopt <br />Urgency Ordinance No. 0-12-90, as outlined by Staff. Unanimous vote. <br />ORDINANCE NO. 0-12-90 - AN URGENCY ORDINANCE OF THE CITY COUNCIL OF THE <br />CITY OF COLTON ADDING CHAPTER 15.06 TO THE COLTON <br />MUNICIPAL CODE PERTAINING TO THE CONSTRUCTION <br />OF NEW HOMES. <br />Boards & Commissions <br />Mr. Aguilera reviewed his memorandum regarding appointments to the Rent <br />Stabilization Commission, who will be the body responsible to hear appeals <br />and set fees. Mr. Aguilera stated the -Rent Stabilization Ordinance re- <br />quires that the Council appoint five members - one as a mobile home park <br />owner, one as a mobile home park renter and Colton citizen, and three <br />persons from the Colton community with no ties to the mobile home park <br />owners or renters. <br />After discussion, the following appointments were made: <br />Moved by Councilwoman Cisneros, seconded by Councilman Rios, appointing <br />Mr. Ramon Nieto, park tenant, to the Mobile Home Rent Control Commission. <br />Unanimous vote. <br />Moved by Mayor Gonzales, seconded by Councilman Lofy, appointing Chelu <br />Travieso, park owner, to the Mobile Home Rent Control Commission. Vote <br />was unanimous. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rios, appointing <br />Fred Cordova, resident, to the Mobile Home Rent Control Commission. <br />Unanimous vote. <br />PUBLIC WORKS DIRECTOR"S REPORTS AND RECOMMENDATIONS: <br />6 <br />OA v r, <br />
