Legislation/Funds <br />Public Works Director Hutton reported on acceptance of funds received <br />as a result of Measure "I". Mr. Hutton advised that Measure "I" was <br />approved by the voters at the last election and concerned the 1/2 cent <br />sales tax initiative, which is a means of raising funds necessary for <br />the maintenance of local streets, arterial roadways and improvement to <br />major highways. <br />Mr. Hutton stated Colton has received its first allocation in the amount <br />of $20,657.24. This funding will be a monthly allocation which needs to <br />be placed in a transportation fund account and utilized for street re- <br />habilitation and improvements as established by Measure "I". <br />Moved by Councilman Lofy, seconded by Councilman Rehrer, to approve <br />and accept funds received as a result of Measure "I". Unanimous vote. <br />W. Q. C. P. <br />Mr. Hutton reviewed his memorandum regarding a proposal from Varela <br />Industries to remove approximately 4,000 tons of sludge from Colton's <br />Waste Treatment Plant and haul the material to Mexico for fertilizer <br />on non-food producing crops. <br />Mr. Hutton continued the Regional Water Quality Control Board requires <br />removal of the material from the waste treatment plant, however, the <br />State Health Department has not designated a location for its placement <br />other than a hazardous waste landfill, the closest being in San Luis <br />Obispo County. Mr. Hutton stated the 1987 sewer rate approved by the <br />City Council allocated a cost for removal of sludge from the treatment <br />plant and the removal is a funded maintenance item in the sewer budget. <br />The cost proposed by Varela Industries for 4,000 tons is $97,600 total - <br />2,000 tons at $23.40/ton and 2,000 tons at $25.40/ton. <br />Mr. Hutton concluded Varela Industries is the only known permitted source <br />to remove sludge to Mexico. If landfill disposal were available, the <br />landfill tipping fee is $25 per ton, plus any trucking costs. Varela <br />Industries proposal average is $24.40 per ton disposal and hauling. <br />Mr. Hutton said based upon this information, Staff recommends approval <br />of Varela Industries proposal at a total cost of $97,600. <br />Councilwoman Cisneros requested that this item be referred to the next <br />regular Council Meeting. <br />ORAL COMMUNICATIONS: <br />Mr. Jess Vasquez, 866 West Louise Street, Colton, spoke to the City <br />Council about steam units that could be used as either heating or <br />cooling units, that possibly the City might want to consider for the <br />senior citizens Housing Complex, future expansion of City Hall, etc., <br />which would be very economical. Mr. Vasquez said the City should be <br />looking at methods to save funds and electric energy, and plan for the <br />future. <br />AUG 7 1990 <br />7 <br />
