0 <br />moratorium on Phases II and III, Tract Nos. 12203 and 12204, in Paradise <br />Hills, and the posting of a bond. <br />Mr. Edwards stated Phases II and III are not yet built and"are legally <br />separate from Phase I, Tract No. 12198. The need for repairs on houses <br />in Phase I is not a basis for a moratorium on building houses in Phases <br />II and III, and there is no basis for the City to require a bond for <br />repairs on houses in Phase I. <br />Mr. Edwards continued although there are no homes built there yet, Phases <br />II and III will be subject to various conditions and requirements and <br />homes may not be built except after compliance with those conditions and <br />requirements. <br />Mr. Edwards concluded the developer has been notified of various items <br />required by the City prior to Phases II and III being eligible for <br />permits to build homes. <br />The following residents spoke to the City Council regarding their homes <br />in Paradise Hills, reiterating the continued problems with the con- <br />tractor, work that still remains to be completed, shoddy and inadequate <br />workmanship, extensive water and flooding damage due to recent rains, <br />requests that the City Council investigate the Building & Safety De- <br />partment, faulting the inspectors for not citing structural problems, <br />and taking action on this matter: <br />Mrs. Dorene Shea 3041 Prado Lane Colton. <br />Mr. Michael Jackson, 3032 Canyon Vista Drive, Colton. <br />Mrs. Brenda Procel, 3035 Prado Lane, Colton. <br />Mr. Rod Summerfield, 3024 Canyon Vista Drive, Colton. <br />After additional discussion, moved by Mayor Gonzales, seconded by Council- <br />man Rios, instructing Staff to hire a structural engineer to inspect <br />the homes in Phase I, Tract No. 121989 Paradise Hills. Unanimous vote. <br />Acting City Manager Young was instructed to check with Best, Best and <br />Krieger with regard to taking action against Nordic Development Company. <br />Councilman Rios also told the residents that a third party would be <br />coming by and checking with them. <br />PUBLIC HEARINGS: <br />Community Development Block Grants <br />Mayor Gonzales declared the Public Hearing open. <br />Community Development Director Aguilera submitted the Affidavit of <br />Publication and reported that no protests or objections had been <br />received. <br />3 01990 <br />
