-01 CORRESPONDENCE: <br />Mobile Home Park Space Rental Freeze <br />Ord. No. 0-26-89 <br />City Attorney Edwards excused himself from this portion of the Meeting, <br />and Mr. James Neuerburg, of Best, Best & Krieger, presided. <br />Mayor Gonzales referred to letters dated December 21, 1989, from JoAnn <br />Holmes and Ramon C. Nieto, requesting that the City Council reconsider <br />Ordinance No. 0-26-89, freezing mobile home park rental spaces. <br />Mr. Ramon C. Nieto, 700 East Washington Street, Space #102, Colton, <br />spoke to the Councilmembers requesting reconsideration of the ordinance <br />to freeze rental spaces in mobile home parks, not the rent control ordi- <br />nance, until this matter can be determined at the election in June. Mr. <br />Nieto stated that most of the tenants cannot afford the increases, and <br />some of the tenants have already been evicted. <br />Councilman Rehrer stated that he has given this matter a great deal of <br />thought and prayer, and has consulted with other people, and he has now <br />decided to change his vote in favor of the ordinance. <br />Moved by Councilwoman Cisneros, seconded by Councilman Lofy, to waive <br />full reading of Ordinance No. 0-26-89. Unanimous vote. <br />Moved by Councilwoman Cisneros, seconded by Councilman Lofy, to adopt <br />Urgency Ordinance No. 0-26-89. Upon Roll Call, the Vote was: AYES: <br />Four; Cisneros, Rehrer, Lofy, Gonzales. NOES: One; Rios. ABSENT: <br />None. Motion carried. <br />ORDINANCE NO. 0-26-89 - AN INTERIM URGENCY ORDINANCE PROVIDING FOR A <br />MORATORIUM ON INCREASES OF CURRENT MOBILE HOME <br />SPACE RENTS IN THE CITY OF COLTON UNTIL JUNE <br />30, 1990. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Closed Session <br />City Manager Leslie Keane requested a Closed Session at the end of the <br />Meeting, on Labor Relations Matters. <br />CITY ATTORNEY'S REPORTS AND RECOMMENDATIONS: <br />Ordinance No. 0-28-89 <br />Second Reading <br />City Attorney Edwards introduced Ordinance No. 0-28-89 for Second Read- <br />ing, reading it as to number and title only: <br />ORDINANCE NO. 0-28-89 - AN ORDINANCE OF THE CITY OF COLTON, CALIFORNIA, <br />2 rJAN 21990 <br />
