Mrs. Thornberry then introduced Ms. Vicky Desch, of Mr. Armantrout's <br />office, who discussed and outlined the color scheme, utilizing grey <br />tones and other coordinating colors that will blend with the interior <br />colors of City Hall. <br />Mrs. Thornberry concluded Staff recommends the City Council approve the <br />color selections of exterior paint for the Civic Center as presented. <br />Moved by Councilman Rios, seconded by Councilman Lofy, to approve color <br />selection of exterior paint for the Civic Center as outlined. Unanimous <br />vote. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />City Manager Jerry Young reported on a request from the City Treasurer <br />for an increase in vehicle allowance from $150 per month to $275 per <br />month, as outlined in Resolution No. R-17-90. <br />Moved by Councilman Lofy, seconded by Councilman Rehrer, to approve <br />Resolution No. R-17-90. Unanimous vote. <br />RESOLUTION NO. <br />Closed Session <br />R-17-90 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF COLTON, CALIFORNIA, PROVIDING CAR ALLOWANCES <br />FOR DESIGNATED OFFICIALS AND EMPLOYEES, AND <br />REPEALING RESOLUTION NO. R-3-90. <br />City Manager Jerry Young requested a Closed Session at the end of the <br />meeting, to discuss Labor Relation Matters and Pending Litigation. <br />CITY ATTORNEY'S REPORTS AND RECOMMENDATIONS: <br />City Attorney Edwards reviewed his memorandum regarding vicious dogs <br />and pit bull terriers, advising a new State law became effective the <br />first of this year, preventing a City from adopting or enforcing its <br />own program for the control of vicious dogs that is specific as to <br />breed. Mr. Edwards said according to this new State law, Colton may <br />not regulate pit bull terriers as a breed. <br />Mr. Edwards advised he will review the new system, investigate it and <br />determine if added City regulation is advisable. <br />Mr. Edwards concluded Staff recommends the City Council not adopt any <br />program that regulates dogs in a manner that is specific as to pit bull <br />terriers or any breed and, pending further experience with the new State <br />system, that new regulation of vicious or dangerous dogs be withheld. <br />Moved by Councilman Rios, seconded by Councilman Rehrer, to approve <br />Staff's recommendations as outlined by the City Attorney.
