Recognition <br />Mayor Gonzales announced that Item 10 has been removed from the Agenda. <br />Commendations <br />Mayor Gonzales read and presented individual Resolutions of Commendations to <br />Lieutenent Steven Cabral and Corporal Mark Walters of the Colton Police <br />Department, who were each named as "Officer of the Year' by the Latino Peace <br />Officers Association. <br />Mayor Gonzales read and presented individual Resolutions of Commendations to <br />Jon Knutson and Jeff Lupear of the Colton Fire Department for the gold medals <br />won by each of them at a recent skiing competition. <br />Mayor Gonzales read and presented Certifications of Commendation to Doug <br />Blinkinsop and to Joe Blinkinsop for their gift of life as organ donors for their sister <br />Laura Blinkinsop. <br />CORRESPONDENCE <br />Mr. Rudy Abeyta, P. 0. Box 9429, Marina Del Rey and 1340 E. Washington, <br />Colton, stated he was unable to find indication of the original enviroment plan on <br />the paperwork he obtained. His question was where in the original plan a car wash <br />had a permitted use. He complained about receiving an incomplete copy of an <br />ordinance he purchased from the City Clerk's Office, today. <br />City Attorney Brown pointed out that the City Counsel, upon their discretion, <br />granted Spectrum Car Wash's appeal from the Planning Commission Decision. He <br />advised that the City's Zoning Ordinance permits this kind of use. Counsel advised <br />that as a CORRESPONDENCE item, the City Council hears presentation and may <br />refer the matter to staff. <br />Mr. Rudy Abeyta concluded by requesting the City Council to reconsider their <br />decision on the appeal identified as DC -73-91. He requested that they uphold the <br />Planning Commission's decision. He requested that a traffic study be conducted <br />and that an environmental impact report be requested. <br />Mr. Tom Abeyta, 1340 E. Washington, Colton, stated he resides on Old Ranch <br />Road in Colton, and as a concerned citizen requested that the City Council's <br />decision on DC -73-91 be set aside and that the Council uphold the Planning <br />Commission's denial of Spectrum Car Wash's request. <br />3 <br />APR 2 11992 <br />
