Source Reduction and Recycling Element <br />Mayor Gonzales declared the Public Hearing open. <br />Deputy City Clerk Delgado submitted the Affidavit of Publication <br />and reported no written protests or objections were received. <br />Director of Public Works Hutton stated that in compliance with <br />legislative direction of AB939 the City of Colton has completed and <br />sent a final draft of the Source Reduction and Recycling Element <br />and Household Hazardous Waste Element along with initial study <br />documents to the State. Implementation process must begin within <br />120 days of approval and adoption of the documents. Fiscal impact <br />cannot be determined since implementation of various programs will <br />need to be financially assessed on a program by program basis. <br />Staff recommended approval. <br />Moved by Councilman Lofy, seconded by Councilman Rehrer, to close <br />the Public Hearing. R-26-92 - RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF COLTON ADOPTING THE CITY'S SOURCE <br />REDUCTION AND RECYCLING ELEMENT. <br />STAFF REPORTS• <br />COMMUNITY DEVELOPMENT DIRECTOR'S REPORTS AND RECOMMENDATIONS: <br />CDBG <br />Community Development Director Aguilera informed the county had to <br />close out the Community Development Block Grant (CDBG) which funded <br />the Computerized Mapping Project. The County of San Bernardino <br />advised that the funds could be re -programmed into other eligible <br />projects such as Capital Improvements. <br />CDBG funding had previously been approved, by the City Council, for <br />the South La Cadena Beautification Project. With engineering <br />complete, construction is ready to commence on Phase One. With <br />$160,000 remaining in the project budget, $146,359.58 needs to be <br />transfered from the Computerized Mapping Project to increase the <br />total available for construction to $306,359.58. The total amount <br />needed for the South La Cadena Beautification Project is <br />$622,889.00. Other funds are being sought by the Public Works <br />Department. <br />5 <br />3 <br />
