Mayor Gonzales read Councilmember Roman's recommendation for the appointment <br />of Chuck Hazelton to the Historic and Preservation Commission, for a two-year term <br />to expire in February of 1994. Councilmember Cisneros queried as to whether this <br />appointment was in place of or addition to the present membership. After brief <br />discussion, motion by Councilmember Cisneros, seconded by Councilmember Lofy, <br />to appoint Chuck Hazelton as recommended. Unanimous vote. <br />PUBLIC HEARING <br />South 46 Annexation <br />Mayor Gonzales declared the Public Hearing open. <br />Deputy City Clerk Delgado submitted the Affidavit of Publication and reported no <br />protests or objections were received. <br />Community Development Director Aguilera informed that in order to develop the South <br />46 Annexation in conformance with, and to implement the policies, goals and <br />objectives of, the General Plan and Zoning Designations of the four local jurisdictions <br />encompassed within the specific plan boundaries, the Planning Commission approved <br />File Index Number DPZ-17-92 to pre -zone the South 46 (Cal -Mat and Valley <br />Boulevard) Annexation and recommended a Negative Declaration of the proposal. <br />He relayed that the pre -zone proposal is consistent with the intent and guidelines of <br />the Agua Mansa Industrial Corridor Specific Plan. Staff recommended waive full <br />reading and pass first reading of the proposed ordinance. <br />Motion by Councilmember Lofy, seconded by Councilmember Cisneros, to close the <br />public hearing. Unanimous vote. <br />City Attorney Brown advised that Item 4 of the proposed Ordinance No. 0-16-92 <br />which stated, "4. The proposal merits a negative declaration." should be modified to <br />read as follows: "4. The proposal merits a negative declaration and a negative <br />declaration is hereby adopted." <br />Moved by Councilmember Lofy, seconded by Councilmember Cisneros, to adopt the <br />modification as advised by counsel and Waive Full Reading and Pass First Reading of <br />Ordinance No. 0-16-92.
