Motion <br />carried with CM Toro absent. <br />Agreement/Navigant Consulting, Inc. — Waive the Informal Bidding <br />Requirement for Non -Public Projects per Colton Municipal Code, and <br />Approve First Amendment to Professional Services Agreement with Navigant <br />Consulting, Inc., in the Amount of $40,000, to Provide an Updated Cost -of - <br />Service Study and Rate Structure for the Electric Utility Department. <br />PULLED FOR SEPARATE VOTE. <br />Motion/second by CM Yzaguirre/Oliva. Motion carried with CM Bennett voting "NO", CM Perez <br />abstaining and CM Toro absent.
