Tom Potter, Director of County Regional Park Center for San Bernardino County outlined the County <br />Regional Park Project from inception, the total area the proposed Regional Park covered at the time <br />of inception. This included the criteria for a regional park: minimum acreage (200-250 acres); <br />environmental needs of the plan; camping needs; and possible athletic needs. The area that <br />encompassed the original regional park site had several property owners including: La Sierra, Avena <br />property, City of Riverside Utility Company, Wild life conservancy, and Schmidt property for a total of <br />148 acres. Concluding remarks by Director Potter stated the site was a vision and has not been <br />successful in obtaining the property that would meet the criteria for a regional park. <br />Discussion, questions, and comments by councilmembers, commissioners, committee members, <br />and staff included: <br />o City of Riverside Utility Company confirmed the limited availability <br />o Newspaper Article: City of Riverside — Perchlorate issues <br />0 34.5 acre parcel close to Colton Iron & Medal — regional sports center <br />o Possibility to partner with San Bernardino County: <br />Another site for a regional park <br />Regional county/city sports complex <br />o Explore grant funding <br />o Experience of City of Riverside/Riverside County partner for city facilities (library) <br />o Riverside North Basin Recharge Project <br />o Alternative site for Riverside recharge project — Seven Oaks Dam <br />o Identify the best access and infrastructure in place <br />o Estimate acreage to develop a park and sports facility: 100 acres <br />o City of Riverside has approximately 30 acres left from the recharge project area of the <br />original regional park site <br />o Eminent Domain pending against the Avena Property <br />o Griffith Trust purchased Avena Property <br />o Availability of the conservancy planning design — 2002-2003 actual conceptual posters <br />o $5,000 contributed the Wildlife Conservancy — with drawn when regional park did not go <br />forward <br />o Pellisier Ranch Project — component to include a large scale park <br />o Update park development fees <br />o Coordinate efforts to include the presents of Recreation & Parks Commissioners when <br />meeting with property owners, other agencies and/or other city's on park related issues <br />o Sports park in the Superblock <br />Recommendations/Alternatives <br />Discussion, questions, and comments by councilmembers, commissioners, committee members, <br />and staff included: <br />o City is open to work to partner in the future and if this is council direction to find other parcels <br />where a sports complex would be possible. <br />o Possible acquire the wildlife conservancy property <br />o Recreation & Parks Commission formulate a park within the Pellisier Project <br />o Exhort park funds (07-08 funds being held for other projects) <br />o Recreation & Parks Commission report how funds are spent <br />o Recreation & Parks Commission submit a park site for council approval to submit to San <br />Bernardino County <br />o Focus on a park likewise as with Pellisier and West Valley; a timeline as to direction to the <br />recreation & park commission <br />PUBLIC COMMENT <br />2 <br />
