Provided, however, that no permit for the <br />erection of billboards shall be issued without prior Council <br />approval. <br />All applications for such a permit received by the <br />Building Officials shall forthwith be referred to the City Council <br />for such action. <br />The Building Official shall give notice to the applicant <br />of the time of such presentation at least five days prior to the <br />time when such application will be considered. <br />The City Council shall, by motion, duly pass, approve <br />lor deny said application, subject to such terms and conditions as <br />Ithe City Council may deem appropriate. <br />SECTION 3. Permits withheld or suspended. No building <br />1permit or occupancy permit shall be issued when the City Council <br />Jor a properly delegated authority gives notice to the Building <br />Official to withhold or suspend the same, when it is deemed to be <br />lin the public interest for protection of public health, safety or <br />general welfare including noncompliance by the applicant with any <br />laws, contracts, or agreements with the City or its Planning <br />Commission, or improper land use or failure to complete any <br />conditions set forth by said City or its Planning Commission. <br />Such action must contain a provision for release of the permit <br />Jupon approved corrective action by the applicant or permittee. <br />SECTION 4.
