Improvements and dedications. Every <br />building permit, save and except building permits issued for <br />fences or wall or swimming pools, issued to any applicant for an <br />enclosed structure, remodeling or addition of 400 square feet or <br />more, or the value of the enclosed structure remodeling or <br />addition is $1,500.00 or more, which value shall be established <br />pursuant to the provisions of said Uniform Building Code, 1973 <br />Edition, shall include: <br />(a) Installation of all off-site improvements, <br />including curbs, gutters, sidewalks, street trees, street lights, <br />paving of streets and alleys, as may be required and connection <br />to utilities, in accordance with City of Colton standards and <br />specifications in and on all street frontages of the lot or lots <br />to be used in conjunction with the building to be constructed or <br />improved; or, <br />(b) Enter into an improvement agreement with the City <br />of Colton agreeing to complete said improvements as set forth <br />
