I WHEREAS, the City's calculation standard for determining land dedication <br />2 includes a Dwelling Unit Occupancy Factor (i.e. the average number of people in a <br />3 particular type of housing) based upon the 2000 U.S. Census data and Section 16.58.040 <br />of the Municipal Code allows these figures to be revised from time to time by <br />4 <br />resolution; and <br />5 WHEREAS, SCI Consulting Group has conducted a study for the City entitled <br />6 "City of Colton Quimby Dedication Requirement and In -Lieu Fee Study" ("Quimby <br />7 Study"), dated March 2008; and <br />8 WHEREAS, the Quimby Study indicates that population of the City has grown <br />9 in numbers since the codification of Municipal Code Section 16.58.040 and requires that <br />10 the Dwelling Unit Occupancy Factors be updated to reflect the growth as indicated in <br />11 the 2000 U.S. Census data; and <br />12 WHEREAS, both the Recreation & Parks and Planning Commissions for the City <br />13 have recommended the City adopt the Quimby Study and its findings; and <br />14 WHEREAS, copies of the Quimby Study and the Master Plan are on file in the <br />15 City Clerk's office and have been made available for public review; and <br />16 WHEREAS, the City Council has carefully reviewed and considered the staff <br />report, the Quimby Study, the Master Plan and all oral and written presentations; <br />17 <br />NOW, THEREFORE, the City Council of the City of Colton does ordain as <br />18 <br />follows: <br />19 SECTION 1: Recitals. The City Council hereby adopts the findings <br />20 set forth in the recitals to this Ordinance. <br />21 SECTION 2: Findings. The City Council additionally finds as follows: <br />22 A. The City currently provides park and recreational facilities to over 51,000 <br />23 residents as well as many non-resident employees of the City. <br />24 B. The development of property in the City will create a need for additional <br />25 parkland and park improvements to meet the City's General Plan. <br />26 C. Requiring land dedication or in -lieu fees under The Quimby Act will <br />27 promote the health, safety and welfare of all citizens of the City by increasing public <br />28 park and recreational opportunities in their respective communities. <br />D.
