1 <br />2 <br />3 <br />4 <br />5 <br />6 <br />7 <br />8 <br />9 <br />il' <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />27 <br />28 <br />WHEREAS, pursuant to State CEQA Guidelines section 15082, the City <br />solicited comments from potential responsible agencies, including details about the scope and <br />content of the environmental information related to the responsible agency's area of statutory <br />responsibility, as well as the significant environmental issues, reasonable alternatives and <br />mitigation measures that the responsible agency would have analyzed in the Draft EIR; and <br />WHEREAS, approximately three (3) written statements were received by the <br />City in response to the Project Notice, Initial Study and NOP, which assisted the City in <br />narrowing the issues and alternatives for analysis in the Draft EIR. No comments/oral <br />statements were received by the City at the Environmental Scoping meeting held on July 26, <br />2007; and <br />WHEREAS, the Draft EIR was completed and released for public review on <br />or about February 13, 2008 and the City initiated a 45-day public comment period by filing a <br />Notice of Completion and Availability with the State Office of Planning and Research; and <br />WHEREAS, pursuant to Public Resources Code section 21092, the City also <br />provided a Notice of Completion and Availability to all organizations and individuals who <br />had previously requested such notice and published the Notice of Completion on or about <br />February 13, 2008 in a newspaper of general circulation in the Project area; copies of the <br />Draft EIR were provided to interested public agencies, organizations and individuals; and in <br />addition, the City placed copies of the Draft EIR at the City's Planning Department, the City <br />of Colton Public Library and made copies available to the public; and <br />WHEREAS, during the 45-day comment period, the City consulted with and <br />requested comments from all responsible and trustee agencies, other regulatory agencies and <br />others pursuant to State CEQA Guidelines section 15086; and <br />WHEREAS, all potential significant adverse environmental impacts were <br />sufficiently analyzed in the Draft EIR; and <br />WAEREAS, during the official public review period for the Draft EIR, the <br />City received approximately seven (7) written comments; and <br />WHEREAS, the City received additional comment letters after the close of the <br />official comment period from the City of Riverside and the City of Rialto; and <br />2 <br />
