The City currently provides park and recreational facilities to over <br />51,000 residents as well as many non-resident employees of the City. <br />B. According to the City's General Plan, the goal for acquisition and <br />development of parks for the City is 5.0 acres for every 1,000 residents. <br />C. For subdivided residential land, the City receives the dedication of <br />land, payment of fees in-lieu of land or a combination thereof at the current <br />standard of 3.0 acres per additional residents pursuant to the Quimby Act as <br />found in Section 66477 of the Government Code and Section 16.58.010 of the City <br />Municipal Code. Such land dedication or fees in-lieu for parkland are <br />insufficient to meet the City's General Plan standard of 5.0 acres per 1,000 <br />additional residents. An additional 2.0 acres of parkland per 1,000 additional <br />I residents is needed and should be collected under the Mitigation Fee Act. <br />D. The development of property in the City will create a need for <br />additional parkland and park improvements to meet the City's General Plan. <br />E. Revised park impact fees, pursuant to the Mitigation Fee Act, are <br />needed to ensure that the City can build park and recreational facilities and <br />improvements needed for the resident and employee growth created by new <br />development. <br />F. The purpose of park impact fees is to acquire and develop parkland <br />and provide recreational and community use facilities to meet the needs of the <br />new residential and nonresidential populations within the City. <br />G. Revenues from the fees shall be used only to finance the acquisition <br />� of additional parkland and park improvements as described or identified in the <br />� Fee Study. <br />SECTION 2: Approval of Fee Study. The City Council hereby <br />II approves the "City of Colton Park Impact Fee Nexus Study" conducted by SCI <br />� Consulting and dated March 2008 attached hereto as Exhibit A. <br />�\lOpy07!.DOC <br />-4- <br />
