The proposed Modification and approval of the Application will promote the <br />efficient operation of a use that is compatible with the permitted and <br />conditionally -permitted uses in the area. <br />Pacijl'c Rail Industries and Union Pacific currently conduct <br />industrial activities on the Site, including railcar dismantling and <br />salvage, parts sales, scrap metal processing, transloading, and <br />temporary railcar storage. (See Revised DEIR at p. 2-2.) <br />ii. The Site has been usedfor various railroad operationsfor over 100 <br />years. The Site is bound by the railroad and Interstate 10 Freeway <br />on the north, a railroad yard and South Mount Vernon on the east, <br />a salvage operation facility and vacant land on the south, and <br />railroad yard, flood control channel and City Corporate <br />maintenance yard on the west. All adjacent uses are industrial <br />uses. (See August 24, 2004, Planning Commission Agenda Report, <br />atp. 5) <br />b. The proposed Modification and approval of the Application promotes the <br />efficient operation of a use that provides a needed service to the residents of <br />Colton as well as the surrounding region. <br />i. The continued and efficient operation of a metal shredding facility <br />in close proximity to existing rail lines will provide for the <br />recycling of regional metal supplies including automobile bodies, <br />railcars and consumer appliances. (See Revised DEIR atp. 2-1.) <br />c. The proposed Modification and approval of the Application provides for <br />more efficient and economical operation of the Facility, thus helping ensure <br />the continued operation of an important business within the City's industrial <br />base, making jobs generated by the Facility more secure for City residents. <br />2. Circulation Element - Goal No. 3 (p. 7). "Separate vehicular traffic <br />associated with commercial, manufacturing and agricultural uses from residential <br />neighborhoods. " The Facility is located in an area that is already substantially <br />separated from residential neighborhoods. Approval of the Modification will not <br />impact traffic within existing residential neighborhoods as mitigation measures <br />have previously been adopted to address impacts of the Facility (See August 24, <br />2004, Planning Commission Agenda Report at p. 7; Revised DEIR at p. 1-8 and <br />Section 5.5 of Revised Final EIR; and City's Mitigation Measures TR -A and TR -B <br />in Response to Comment C -A4.) and approval of the Modification is anticipated to <br />result in a reduction of approximately 35 truck trips to and from the Site per <br />month. <br />
