The proposed Modification and approval of the Application will promote the efficient operation of a use that is compatible with the permitted and conditionally -permitted uses in the area. Pacijl'c Rail Industries and Union Pacific currently conduct industrial activities on the Site, including railcar dismantling and salvage, parts sales, scrap metal processing, transloading, and temporary railcar storage. (See Revised DEIR at p. 2-2.) ii. The Site has been usedfor various railroad operationsfor over 100 years. The Site is bound by the railroad and Interstate 10 Freeway on the north, a railroad yard and South Mount Vernon on the east, a salvage operation facility and vacant land on the south, and railroad yard, flood control channel and City Corporate maintenance yard on the west. All adjacent uses are industrial uses. (See August 24, 2004, Planning Commission Agenda Report, atp. 5) b. The proposed Modification and approval of the Application promotes the efficient operation of a use that provides a needed service to the residents of Colton as well as the surrounding region. i. The continued and efficient operation of a metal shredding facility in close proximity to existing rail lines will provide for the recycling of regional metal supplies including automobile bodies, railcars and consumer appliances. (See Revised DEIR atp. 2-1.) c. The proposed Modification and approval of the Application provides for more efficient and economical operation of the Facility, thus helping ensure the continued operation of an important business within the City's industrial base, making jobs generated by the Facility more secure for City residents. 2. Circulation Element - Goal No. 3 (p. 7). "Separate vehicular traffic associated with commercial, manufacturing and agricultural uses from residential neighborhoods. " The Facility is located in an area that is already substantially separated from residential neighborhoods. Approval of the Modification will not impact traffic within existing residential neighborhoods as mitigation measures have previously been adopted to address impacts of the Facility (See August 24, 2004, Planning Commission Agenda Report at p. 7; Revised DEIR at p. 1-8 and Section 5.5 of Revised Final EIR; and City's Mitigation Measures TR -A and TR -B in Response to Comment C -A4.) and approval of the Modification is anticipated to result in a reduction of approximately 35 truck trips to and from the Site per month.
