The nomination process shall be as follows: <br />A. In order to nominate a name for a park, park feature or community facility, <br />a City application form must be completed and submitted to the <br />Community Services Department. The application form shall be made <br />available by the Colton Community Services Department, and shall <br />include the following list of guidelines. <br />a. The application shall be accompanied by a petition of names and <br />contact information for ten (10) Colton residents in support of the <br />proposed naming action. <br />b. Proposed names shall not promote drugs, alcohol, or tobacco, nor shall <br />have connotations that by contemporary community standards are <br />derogatory or offensive. <br />c. In the event that the name of a deceased person is proposed, said <br />person shall have been deceased for at least one year before <br />consideration. <br />d. The individual or group that nominates a name shall incur the <br />customary City costs associated with placing signage commemorating <br />the approved naming at the location. Said individual or group shall <br />work with City staff to facilitate all signage. <br />e. Should any commemorative signage be damaged after installation, the <br />City will remove or repair said signage at its sole discretion. <br />B. Upon receipt of the application, the Director of the Community Services <br />Department shall cause to be published a notice of intent to name or rename, as the case may be, <br />a park, park feature or community facility. The notice shall be published at least twice, at least <br />five (5) days apart, in a newspaper of general circulation in the City. If the application is to <br />rename a park, park feature or community facility already named for a person, group, or <br />organization, the City shall also use reasonable means to locate and provide the notice via <br />certified mail to said person, group, organization, or family. The notice shall specify the park, <br />park feature or community facility to be named or renamed, the proposed name, and a brief <br />summary of the applicant's reasons in support of the application. The notice shall also specify a <br />period of time of no less than forty-five (45) days from the date of first publication during which <br />the City will receive comments on the proposed application, as well as alternative applications. <br />No published notice of the alternative applications shall be necessary. <br />C. At the end of the forty-five (45) day period, the original applications, all <br />comments and any alternative applications received shall be forwarded to the Recreation and <br />Parks Commission for its consideration. <br />D. The Commission shall consider the application(s) at a public meeting <br />noticed pursuant to Government Code sections 54950 - 54963 ("The Ralph M. Brown Act"), and <br />
