Colton City Council Ordinance No. 0-02-18 <br />January 16, 2018 — Page 3 of 5 <br />1 Policy LU -3.1: " Provide for land uses that allow a variety of retail, service, <br />manufacturing, institutional, office, and recreational businesses to locate in Colton," <br />2 in that it would allow the existing bakery manufacturer to expand into a retail / <br />3 manufacturing business in the future for property located at 150 S. La Cadena Drive. <br />4 Policy LU -9.1: "Encourage and facilitate an appropriate mix of goods and service <br />offered in community neighborhood commercial centers, " in that future expansion of <br />5 the bakery manufacture may provide additional retail services and expanded <br />6 employment opportunities for the area. <br />7 Changing "Heavy Industrial' Land Use designation to "Low Density Residential' <br />Land Use designation is supported by: <br />8 <br />Policy LU -18.1: "Preserve and maintain established single family homes in south <br />9 Colton;" in that, there are homes located on 146 and 162 East K Street that are <br />10 requesting the preservation of their existing single family homes. <br />11 Goal LU -19: "Minimize conflicts between industrial activity and residential <br />neighborhoods in south Colton." in that, changing the zone would minimize and <br />12 eliminate conflicts between industrial activity and residential neighborhoods in these <br />13 specific South Colton neighborhoods. <br />14 Policy LU -19.3: "Prohibit through truck traffic on residential streets in South <br />Colton, and develop programs, such as traffic calming, to discourage use of <br />15 neighborhood streets for commercial vehicle traffic," in that, these properties are <br />located at the edge and within a South Colton neighborhood with no direct access to a <br />16 truck route. As designated, truck will have to travel through an established residential <br />neighborhood is prohibited for future industrial uses. Therefore, making these <br />17 properties residential use because the General Plan Policy is mandatory and specific in <br />18 prohibiting new through traffic on residential streets in South Colton. Truck calming <br />for existing uses may include a number of street design elements and changing the <br />19 existing M-2/SDA (Heavy Industrial/Sensitive Development Area Overlay) zone to R- <br />1 (Low Density Residential) Zone thereby prohibiting further expansion of increasing <br />20 through truck traffic on residential streets for properties located on 100 block of East K <br />Street. <br />21 <br />22 2. The proposed Change of Zone designations will not adversely affect the surrounding <br />area or the community in general since the proposed designations will prohibit industrial <br />23 uses that are most likely to have the greatest impacts on residential neighborhoods and <br />community at large. <br />24 <br />3. The Change of Zone will be consistent with the General Plan following adoption of this <br />25 Amendment. <br />26 SECTION 3. The City Council of the City of Colton, in accordance with the California <br />27 Environmental Quality Act (CEQA), finds that, pursuant to the California Environmental Quality <br />Act ("CEQA"), CEQA Guidelines § 15164, a lead agency may prepare an addendum to a previously <br />28 <br />-3- <br />
