2017 SEPTEMBER 19 CC/SARDA/CUA/CPFA/CHA MEETING 4 - <br />Staff Presentation <br />Dean Ruffridge, CR&R Senior Vice-President, presented a PowerPoint presentation ‘Presentation for the City <br />of Colton, CR&R Inc. Environmental Services, dated September 19, 2017.’ <br /> <br />The subject headings included the following: <br /> Overview <br /> Commitment to Colton Community: Customer Service; Safety; and Sustainability <br /> Colton Timeline <br /> Colton Contract <br /> Colton New Residential Fees <br />Pass Through Fees Per Contract: <br />Host Fee - $1.00 per ton of all waste collected in Colton $.18 <br />Road Impact Fee – Additional 5% on all revenue collected in City $1.22 <br />Administration Fee – Either 3% or $120,000 annually collected to cover billing costs $.10 <br />CR&R Cost of Living Increase - CPI Adjustment $.70 <br />Existing Fee in Rate Structure Adjustment for FY 2017/18 <br />Franchise Fee – 15% on all revenue collected in City $3.66 <br />Total Government Fees $5.16 <br />Collection and Tipping Increase $.70 <br />Collection and Tipping Fee $20.22 <br />Recovery Rate (July, August, September) $.76 <br />Total Rate (Starting October 1, 2017 $26.84 <br /> <br /> Colton Additional Fees (excluded by CR&R) <br /> <br />PUBLIC COMMENT <br />The following community members addressed the Council: Mark Russell, Linda Tripp, John Anaya, and Gary <br />Grossich (additional letter of protest given to City Clerk). <br /> <br />City Manager Smith presented alternative dates for the workshop and upon recommendation with no objection <br />by Councilmembers present the date of October 5, 2017 was accepted; workshop to be held in the Council <br />Chamber. <br /> <br />Council Discussion <br />Discussion carried on with clarification by staff: Director Tomich, Director Kolk, and City Attorney Campos; <br />CR&R representative, Senior Vice-President, Dean Ruffridge. <br /> <br />In conclusion Mayor DeLaRosa announced with consensus by Councilmembers present the continuation of the <br />Public Hearing to October 5, 2017. <br /> <br />CONSENT CALENDAR <br />Mayor DeLaRosa presented the Consent Calendar Items 1 through 19. <br /> <br />City Manager requested to pull Item 5 and return for discussion and action on October 17, 2017 at the Regular <br />Council Meeting; no objection by Councilmembers present. <br /> <br />Councilmembers present selected items for discussion and clarification by staff: CM González, Item 3; CM <br />González/CM Wood/CM Suchil/MPT Toro/Mayor DeLaRosa, Item 7; and CM Navarro/Mayor DeLaRosa, <br />Item 19. <br />
