2017 OCTOBER 17 CC/SARDA/CUA/CPFA/CHA MEETING 4 - <br /> <br />CONSENT CALENDAR <br />Mayor DeLaRosa presented the Consent Calendar Items 1 through 15. <br /> <br />Mayor DeLaRosa declared recusal on Item 5 – Professional Services Agreement with Dudek; due to a conflict <br />of interest; his residence is in the area the agreement will service. <br /> <br />Councilmembers present selected items for discussion and clarification by staff: CM Suchil, Item 5; MPT Toro, <br />Item 7. <br /> <br />Motion and Second by CM Navarro/CM González to approve the consent calendar Items 1 through 15; with <br />recusal on Item 5 by Mayor DeLaRosa due to a conflict of interest. <br />Vote: Unanimous <br /> <br />(1) Minutes – Approval of Minutes for the Regular Meeting held on September 19, 2017; and Minutes for <br />the City Council Special Meeting held on October 5, 2017, on File in the Office of the City Clerk. <br /> <br />(2) City Treasurer’s Report – Receive and File City Treasurer’s Report for July 2017. <br /> <br />(3) Warrants – Approval US Bank vouchers dated 09/20/2017 and totaling $34,862.70; voucher number <br />165754 dated 09/11/2017 and totaling $24,105.00; voucher numbers 165755 to 165909 dated <br />09/14/2017 and totaling $256,656.08; voucher numbers 165910 to 166031 dated 09/21/2017 and totaling <br />$1,853,692.46; voucher numbers 166032 to 166119 dated 09/25/2017 and totaling $66,529.21; voucher <br />numbers 166120 to 166261 dated 09/28/2017 and totaling $2,759,901.78; a payroll disbursement listing <br />for the period 07/29/2017 to 08/11/2017 and totaling $818,114.56; a payroll disbursement listing for the <br />period 08/12/2017 to 08/25/2017 and totaling $784,668.35 and a payroll disbursement listing for the <br />period 08/26/2017 to 09/08/2017 and totaling $797,023.24. <br /> <br />(4) Second Reading of Ordinance No. O-07-17 - Waive full reading and pass second reading of Ordinance <br />No. O-07-17, an ordinance adding Chapter 12.45 to Title 12 (Streets and other public places) of the <br />Colton Municipal Code to address the placement and maintenance of private news racks on public <br />sidewalks or parkways, ORDINANCE NO. O-07-17. <br /> <br />(5) Professional Services Agreement with Dudek – Authorize the City Manager to execute a Professional <br />Services Agreement with Dudek to provide environmental services on behalf of Modern Pacific Homes, <br />LLC for Litton Bostick Project (File Index No. DAP-001-378). <br /> <br />(6) Acceptance of Grant Funding and Fire Engine Purchase – Approve and adopt a Resolution to ratify <br />acceptance of $500,000 in grant funding from the State of California and approve the purchase of a <br />KME Type-III fire engine utilizing grant funds, RESOLUTION NO. R-81-17. <br /> <br />(7) Donation Agreement with Dr. Dev GnanaDev – Approve and adopt a Resolution to approve a Donation <br />Agreement with Dr. Dev GnanaDev and Rosaria A. GnanaDev, Trustees of GnanaDev Family Trust, for <br />the donation of San Bernardino County Assessor’s Parcel Numbers (APN) 0254-054-061-02 to the City <br />of Colton, RESOLUTION NO. R-82-17. <br /> <br />(8) 2017 Local Government Partnership Program Clean Transportation Funding – Approve and adopt a <br />Resolution to join the 2017 Local Government Partnership Program Clean Transportation funding from <br />the Mobile Source Air Pollution Reduction Review Committee (MSRC); and, authorize the City <br />Manager to execute any contract agreement for the City of Colton electric vehicle purchasing and <br />necessary electric vehicle infrastructure installation, RESOLUTION NO. R-83-17.
