2017 OCTOBER 17 CC/SARDA/CUA/CPFA/CHA MEETING 6 - <br />STAFF PRESENTATION <br />Mario Suarez, Planning Manager, Development Services Department, presented for Council consideration a <br />Planning Commission decision denial of a CUP & Arch/Site Plan Review Truck Storage/Office Use; with the <br />assistance of a PowerPoint presentation; and concluded with staff’s recommendation to City Council adopt <br />resolutions denying the appeal and upholding the Planning Commission’s decision subject to findings; direct <br />staff to prepare resolutions to approve; and/or provide alternative directions to staff. <br /> <br />Councilmember Cisneros announced he was approached by the appellant last week and was presented what is <br />public record and what is in the agenda report. <br /> <br />PUBLIC COMMENT <br />The following community members addressed the Council: <br />Kevin Fini, appellant, spoke in support of the project; <br />Tuan Duong, site designer, spoke in support of the project; <br />Nancy Ferguson, traffic analyst/consultant, spoke in support of the project; <br />James Lopez, resident, spoke against the project; <br />Sylvia Rodriguez, resident, spoke against the project; <br />Lynn Fini, appellant, spoke in support of the project; and <br />Christine Mercado, resident, spoke against the project. <br /> <br />Motion and Second by CM Suchil/CM Navarro to close the public hearing. <br />Vote: Unanimous <br /> <br />COUNCIL DISCUSSION <br />Discussion by Councilmembers present with clarification provided by staff: Director Tomich; Planning <br />Manager Suarez; and appellant/representatives: Kevin & Lynn Fini; Tuan Duong, site designer; and Nancy <br />Ferguson, traffic analyst/consultant. <br /> <br />Concerns centered on the following: <br /> Zoning Ordinance is forthcoming for Council approval in the near future for a possible change to R1 <br />which includes the area where project is planned; <br /> Effect of SDA overlay designation; <br /> Ingress/egress on 9th Street; no right turn on M Street; a need for a designated truck route; <br /> Specific operating hours; <br /> Truck traffic major concern as to how this affects the surrounding residents; <br /> Initial purchase transaction of property designated as a R2; <br /> Changes provided by appellant include landscaping and block wall; <br /> <br />Mayor concluded with Council input and consensus to refer the project back to staff to continue to work with <br />staff as it relates to the CUP; and encouraged the appellant, Kevin and Lynn Fini, to continue contact efforts to <br />address the concerns of the residents; direction included staff will return to Council, date uncertain, for final <br />determination on possible changes to the CUP when the discussion points are further and finally clarified; <br /> <br />In addition, in relation to the upcoming zoning ordinance change that includes the project area; at this time said <br />property/project area will not be included in the final recommendation in the zone change ordinance. <br /> <br />NOT USED AND NO ACTION TAKEN. <br />RESOLUTION NOS.
