Page 10 of 12 <br />1 existing or proposed water/sewer connection to the existing water and sewer collection <br />system. PSUP plans shall be submitted with an engineer's cost estimate along with the <br />2 water/sewer calculations to support the design. <br />3 E. Developer shall connect the proposed sewer service on the existing sewer main along <br />4 Meridian Avenue, a public utility easement shall be provided. <br />5 F. All wastewater capacity fees must be paid prior to obtaining the certificate of occupancy. <br />Additional capacity fees may apply if the actual discharge exceeds the estimated flow <br />6 established during initial approval. Service will be terminated if the fees are not paid. <br />7 G. All connection fees and charges shall be levied at rate scheduled by City Council at the <br />8 time of payment by developer. <br />9 49. STUDIES & REPORTS <br />10 A. Submit a soils report prepared by a registered geologist or soils engineer. This report <br />should be based on soil samples taken from the site and should analyze the existing <br />11 geotechnical conditions of the site to determine if the existing soil is adequate for the <br />12 development and safe from hazardous or deleterious materials. The report should also <br />satisfactorily address the compaction and soil stability characteristics of the site. The <br />13 number of soil borings performed on the site shall be strategically located throughout <br />the site. <br />14 <br />15 B. The applicant shall submit a Water Quality Management Plan (WQMP) (if applies) <br />specifically identifying Best Management Practices (BMPs) that will be used onsite to <br />16 reduce the pollutants into the storm drain system prior to issuance of grading permit. <br />Forms are available at the City of Colton Public Works Department. <br />17 <br />C. Submit drainage/hydrology study calculations and a hydraulic analysis for both <br />18 developed and undeveloped conditions to the City of Colton for review and approval. <br />19 All of the drainage from each individual lot shall drain into the public right-of-way and <br />not impact surrounding properties, or a drainage easement acceptance letter from the <br />20 adjacent landowner must be obtained. <br />21 50. FEES <br />22 A. A Plan Check fee for all improvement plans and studies for the proposed development <br />shall be paid prior to plan checking proceedings in accordance with the fee schedule in <br />23 effect at the time the fees are paid. <br />24 B. Public Works permits are required prior to construction within the public right of way. <br />25 <br />C. Sewer Connection fees shall be paid prior to the issuance of building permits, in <br />26 accordance with the fee schedule in effect at the time the fees are paid. <br />27 D. Pay Plan Check Fees and Permit Fees for the review of the site grading and drainage <br />28 plan. Submit a detailed cost estimate to determine the plan checking fee. <br />-10- <br />
