General Plan Update Goal LU -6.0 "Minimize or eliminate land use conflicts <br />where residences are in close proximity to rail lines, freeways, and industrial <br />3 businesses" in that the applicant has placed the office building, parking, <br />perimeter walls and parking carport/service bay in a manner to minimize views, <br />4 truck access and sound from the proposed trucking office which is limited to the <br />storage of five tractor trucks and where no trailers are permitted on site or <br />5 adjacent streets. <br />6 <br />B. General Plan Update Policy LU -6.4: "Promote the use of buildings, setbacks, <br />7 walls, landscaping, and other design features to buffer and reduce conflicts <br />between adjacent properties" in that the design of the trucking office/storage <br />8 use is placed away from the residential use to the west and south of the site. The <br />applicant has provided an 8 foot high perimeter wall with a 3- 5 foot landscape <br />9 buffer along the west side and carport/service bay along the alley with a <br />10 minimum 3 foot landscape buffer. <br />11 C. General Plan Update Policy LU -6.6: "Require that industrial businesses <br />adjacent to residential neighborhoods adopt and implement truck routing plans <br />12 that avoid use of local streets to the greatest extent practical" in that the <br />proposed site will only be accessed via 9th Street to M Street, the closest <br />13 designated City Truck Route. <br />14 2 That the proposed Use, together with the conditions applicable thereto will not <br />15 be detrimental to the public health, safety or welfare, or materially injurious <br />to properties or improvements in the vicinity and will not impose significant <br />16 noise, traffic, air quality, aesthetic or other environmental impacts on adjacent <br />or nearby residential neighborhoods that cannot be mitigated to a level of <br />1 insignificance.; The proposed truck office/storage use will not be detrimental to <br />18 the public health, safety or welfare or materially injurious to properties or <br />improvements in the vicinity for the following reasons: <br />19 A. The proposed use hours of operation for the proposed office business are <br />acceptable for the heavy industrial location of the subject site and the <br />20 surrounding properties so long as all truck access is restricted to 9th Street. <br />B. The proposed business is located in an area of the City that consists of a <br />21 mixture of residential, industrial and institutional uses and whereby the <br />22 applicant has made several design enhancements and operational changes to <br />be compatible with the immediate surrounding areas. <br />23 C. Conditions have been placed on the proposed use which will mitigate any <br />potential impacts created by the use (i.e., truck traffic, noise, aesthetics, with <br />24 adjacent residential zone and uses) and ensure that the use will not negatively <br />affect the surrounding shopping center or community. <br />25 D. All exterior lighting is subject to conformance with the lighting standards of <br />26 the City (i.e., non -flashing and directed away so as to eliminate objectionable <br />glare) in conformance with Chapters 18.40 and 18.42 of the Colton <br />27 Municipal Code. <br />28 <br />-2- <br />
