CITY OF COLTON <br />PUBLIC WORKS WATER/WASTEWATER SUPERINTENDENT <br />DEFINITION: <br />Under the direction of the Public Works Director, performs a variety of duties associated with <br />coordinating and managing staff responsible for the daily operations and maintenance activities <br />of Public Works Department and the Water and Wastewater Utilities. <br />DISTINGUISHING CHARACTERISTICS: <br />The Public Works Water/Wastewater Superintendent is the management level class <br />responsible for the administration, construction, installation, maintenance and repair of the <br />Water, Wastewater, Parks, Streets, Building Maintenance and Auto Shop divisions. This <br />classification is distinguished from Supervisory classes in the Department in that this class is <br />responsible for the implementation of water quality, water reclamation programs, sewer line and <br />storm water maintenance and the administrative, budgetary, and development functions for these <br />divisions. <br />SUPERVISION EXERCISED: <br />Exercises direct and functional supervision over professional, technical, clerical and volunteer <br />staff. <br />ESSENTIAL FUNCTIONS: (include but are not limited to the following) <br />• Accept management responsibility for activities, operations, maintenance and services of the <br />Public Works, Water and Wastewater divisions including budget, administration, staff <br />development and operations. <br />• Establish divisional goals, objectives, policies and procedures in accordance with the <br />department's and City's mission statement and goals. <br />• Direct Water Quality Specialists, Wastewater Operators and other professional staff in the <br />application of State Water Quality requirements and procedures. <br />• Direct the development, implementation and maintenance of the Wastewater Utility facility <br />upgrades, construction and renovation projects. <br />• Direct cost estimations and provide forecast of necessary funds for staffing, materials and <br />supplies; discuss and resolve budget issues with appropriate staff; implement adjustments as <br />necessary. <br />• Ensure compliance with local, State, and Federal agencies, standards and regulations; <br />interpret policies and procedures established by all related regulatory agencies; prepare and <br />submit reports to these agencies on an annual and monthly basis. <br />• Plan, coordinate and review the work plan for assigned projects and responsibilities which <br />may include public works project management of construction and building projects, cost <br />estimates, and program development; provide administrative and technical direction to <br />divisional staff. <br />• Serve as a resource for the Public Works, Water and Wastewater Utility divisions; coordinate <br />divisional activities with other divisions, departments, and organizations; provide <br />information and resources to City officials, departments and other organizations.._ <br />
