Implementation of the Project could potentially lead to future uses of the <br />site for Light Industrial development, the extension of Fogg Street and the realignment of the <br />Union Pacific Railroad right-of-way ("Potential Subsequent Projects"); and <br />2. After voluntary cleanup of the approximately 4 -acre Guyaux landfill by the <br />property owner, Soil Safe would cover the landfill with engineered fill; and <br />3. Pursuant to section 21067 of the California Environmental Quality Act <br />("CEQA") (Pub. Resources Code, § 21000 et seq.), and section 15367 of the State CEQA <br />Guidelines (Cal. Code Regs., tit. 14, § 15000 et seq.), the City Council of the City of Colton <br />("City") is the lead agency for the Conditional Use Permit; and <br />4. The City issued a Notice of Preparation for the Project on May 12, 2010, <br />and circulated it for a period of 30 days pursuant to State CEQA Guidelines sections 15082, <br />subdivision (a) and 15375; and <br />5. Pursuant to State CEQA Guidelines section 15082, the City solicited <br />comments, including details about the scope and content of the environmental information as well <br />as potential feasible mitigation measures and alternatives, from responsible agencies, trustee <br />agencies, and the public; and <br />6. The City held a Public Scoping Meeting on May 25, 2010 pursuant to State <br />CEQA Guidelines sections 15082, subdivision (c) and a second Community Meeting on June 23, <br />2010; and <br />-3- <br />
