A Draft EIR was completed and released for public review on October 25, <br />2010, and the City initiated a 45 -day public comment period, ending on December 8, 2010, by <br />filing a Notice of Completion and Availability with the State Office of Planning and Research; <br />and <br />8. During the 45 -day comment period, the City consulted with and requested <br />comments from all responsible and trustee agencies, other regulatory agencies and others <br />pursuant to State CEQA Guidelines section 15086; and <br />9. All potential significant adverse environmental impacts were sufficiently <br />analyzed in the Draft EIR; and <br />10. During the official public review period for the Draft EIR, the City <br />received eleven written comments, all of which the City responded to in the Responses to <br />Comments; and <br />11. The City evaluated those comments and prepared written responses thereto <br />that provide detailed reasons regarding the disposition of all comments; and <br />12. The City prepared the Final EIR, which consists of revisions to the Draft <br />EIR, Responses to Comments, and a Mitigation Monitoring and Reporting Program, (collectively <br />with the Draft EIR, the `BIR") and, pursuant to Public Resources Code section 21092.5, the City <br />provided copies of the responses to each commenting public agency at least ten days prior to <br />certification of the EIR; and <br />13. As the decision-making body of the City for the purposes of Appeal, the <br />City Council is responsible for certifying the EIR and making certain CEQA findings, as provided <br />in sections 15090(b) and 15091 of the State CEQA Guidelines; and <br />
