The City Council held public meetings on May 17, 2011 and June 21, <br />2011, at which time the City Council reviewed and considered all of the information and data in <br />the administrative record, including the EIR, and all oral and written evidence presented to it <br />during all meetings and hearings and, to determine whether to certify the EIR, adopt a Statement <br />of Overriding Considerations, adopt the Mitigation Monitoring Program and to adopt a <br />Conditional Use Permit for the Project; and <br />16. Prior to taking action, the City Council has heard, been presented with, <br />reviewed and considered all of the information and data in the administrative record, including <br />the EIR, and the testimony from and all oral and written evidence presented to it during all <br />meetings and hearings; and <br />17. No comments made in the public hearings conducted by the City or any <br />additional information has been submitted to the City that constitutes substantial new information <br />requiring recirculation or additional environmental review under State CEQA Guidelines, section <br />15088.5; and <br />18. As contained herein, the City Council has endeavored in good faith to set <br />forth the basis for its decision on the Project; and <br />19. All of the findings and conclusions made by the City Council pursuant to <br />this Resolution are based upon substantial evidence in the entire record before the City Council, <br />which is incorporated herein by this reference, and are not based solely on the information <br />provided in this Resolution; and <br />-5- <br />
