In Section I hereof, the City Council certifies that the EIR is an accurate <br />description of the environmental impacts of the proposed Project and that the EIR was prepared in <br />compliance with CEQA; and <br />22. Environmental impacts identified in the EIR as potentially significant but <br />which the City finds cannot be fully mitigated to a level of less than significant, despite <br />imposition of all feasible mitigate measures identified in the EIR, are described in Section 11 <br />hereof; and <br />23. Alternatives to the Project that might eliminate or reduce the Project's <br />significant and unavoidable environmental impacts, but which the City Council rejects as being <br />infeasible or failing to meet the Project objectives, are described in Section III hereof; and <br />24. As described in Section IV hereof, because some environmental impacts <br />identified in the EIR as potentially significant cannot be fully mitigated to a level of less than <br />significant, despite the imposition of all feasible mitigation measures identified in the EIR, the <br />City Council has balanced the economic, legal, social, technological, and other benefits of the <br />Project against its significant and unavoidable impacts, and has determined that the benefits of the <br />Project do not outweigh the unavoidable adverse impacts, and therefore render those impacts <br />"unacceptable" and therefore disapprove the Project in order to avoid the significant impacts of <br />the Project; and <br />M <br />
