The proposed Change of Zone designations will not adversely affect the surrounding <br />3 area or the community in general since the proposed designations will prohibit industrial <br />uses that are most likely to have the greatest impacts on residential neighborhoods and <br />4 community at large. <br />5 3. The Change of Zone will be consistent with the General Plan following adoption of this <br />Amendment. <br />6 <br />7 SECTION 3. The City Council of the City of Colton, in accordance with the California <br />Environmental Quality Act (CEQA), finds that, pursuant to the California Environmental Quality <br />g Act ("CEQA"), CEQA Guidelines § 15164, a lead agency may prepare an addendum to a previously <br />approved 2013 General Plan Environmental Impact Report (EIR) if only minor technical changes <br />9 or additions are necessary and none of the conditions described in CEQA Guidelines Section 15162 <br />have occurred. An Addendum to the EIR has been prepared and findings certifying the proposed <br />10 Addendum to approved EIR will be considered by the City Council, and <br />11 <br />SECTION 4. Based on the entire record before the City Council and all written and oral <br />12 evidence presented to the Commission, the Commission finds the Zone Text Amendment/Zone <br />Change is reasonably related to the public welfare of the citizens of the City of Colton and the <br />13 surrounding region, pursuant to title 18.23.1 (Mixed -Use Neighborhood) Zone "M-UMixed-Use <br />Neighborhood Zone is intended to allow office, commercial, and residential uses within the same <br />14 structure or adjacent to each other, including as live/work units. This designation is intended to <br />15 Preserve the established housing stock and residential character of a neighborhood while allowing <br />for office or commercial opportunities and adaptive reuse of residential structures, and <br />16 encouraging connections between residential neighborhoods and commercial and civic land uses. <br />In addition to residential uses, the Mixed Use -Neighborhood designation provides opportunities <br />17 for office and commercial uses similar to those allowed within the Business Park designation, <br />provided compatibility with the scale and character of the established neighborhood can be <br />18 achieved. Businesses with environmental nuisances (noise, odor, dust/smoke, glare, etc.) will not <br />19 be allowed. " <br />SECTION 5. Based upon the findings set forth in Sections 1, 2, and 3 of this Ordinance, <br />20 the City Council hereby approves the following: <br />21 <br />1. West Side of 7t1 Street between K and M Streets. 247 South 7th Street through 291 South 7th <br />22 Street (APNs: 0163-072-26, 0163-072-29, 0163-072-30, 0163-072-31, 0163-072-37) — Zone <br />Change from R-1 (Low Density Residential) to M-U/N (Mixed -Use Neighborhood). 107 S. 7th <br />23 Street and 143 S. 7th (APNs: 0163-071-17, 0163-071-18, 0163-071-19) — Zone Change from <br />M-1/SDA (Light Industrial/Sensitive Development Area Overlay) to M-U/N (Mixed -Use <br />24 Neighborhood). Change of Zone identified in attached map — Exhibit -"A." <br />25 <br />2. East Side of 711 Street between L and M Streets. 190 W.
